Job Description:

World Vision DRC is seeking a Grants Finance and Compliance Manager for an anticipated project titled, “Strengthening immunization program implementation in sub-national consequential geographies,” which is funded by the U.S. Centers for Disease Control and Prevention (CDC). The CDC seeks to partner with NGOs in a multi-country program to reach children in consequential geographies with routine immunizations and support health systems with capacity strengthening and resources for infectious disease surveillance.

The Grants Finance and Compliance Manager will ensure the successful implementation of the CDC-funded project to identify and vaccinate zero and under-dose children, support polio eradication, measles mortality reduction and regional measles and rubella elimination, hepatitis B and maternal and neonatal tetanus elimination, and other vaccine-preventable diseases (VPD) surveillance; global laboratory networks for polio and measles/rubella; planning and implementation of supplemental immunization campaigns; and strengthening of immunization delivery systems and capacities in high priority countries.

Reporting to the CDC DRC Project Director, the Grants Finance and Compliance Manager is responsible for providing supervisory and management support to subawardees of the project. S/he ensures compliance and provides overall grant management support to the program. S/he interprets USG and other donor regulations for the project’s management staff. As a member of the project’s Senior Management Team, the Grants Finance and Compliance Manager also promotes an atmosphere of trust and mutual respect, and helps carry out our Christian organization’s mission, vision, and strategies.

In addition, the Grants Finance and Compliance Manager also conducts trainings on compliance, performs internal control assessments, conducts financial reviews and follow-up of recommendations, identifies training needs, and develops country-specific curriculum to address the needs. S/he supervises and mentors Finance and Compliance staff. S/he develops and implements strategies to prevent or reduce compliance-related liabilities within the project. S/he also provides oversight of coordination; monitors program implementation; maintains relationships with project partners and key stakeholders; supports countries’ health system strengthening, strategic plans, and reports; and develops/utilizes systems to track subawardee performance. The primary function of this position is to strengthen the capacity of subawardees for grant management and ensure high quality, compliant service provision.

The Grants Finance and Compliance Manager will support the CDC DRC Project Director in the development of the Country Operating Plan (COP), planning annual targets, and ensuring appropriate use of resources. S/he will assist with identifying areas of concern within the project and work with the program team to find viable solutions. S/he will work with the MEL team to ensure continuous quality improvement. The position will work closely with the Technical Director so that the budget corresponds to and reinforces supported country activities. Across all efforts, s/he will set standards for an atmosphere of trust and mutual respect, and help carry out our Christian organization’s mission, vision, and strategies. Personify the ministry of World Vision by witnessing to Christ and ministering to others through life, deed, word, and sign.

Recruitment is contingent upon successful award of the project. Selection of the final applicant is subject to CDC approval. The project is anticipated to begin in June 2024.

MAJOR RESPONSIBILITIES:

Grant Financial Management

  • Work closely with program and finance teams to develop budgets for grant proposals.

  • Monitor grant expenditures to ensure alignment with approved budgets.

  • Conduct regular financial analysis and provide timely reports to inform decision-making.

  • Ensure accurate coding and allocation of expenses related to grants.

  • Manage grant/project budget within approved spending levels and ensure accurate and timely financial reports to donors and WVUS IPG headquarters staff. Ensure grant/project expenses are reasonable, allocable, prudent and spent in accordance with donor rules and regulations to ensure clean audits.

Compliance Oversight

  • Stay informed about donor regulations and compliance requirements.

  • Develop and implement policies and procedures to ensure compliance with grant terms.

  • Conduct regular internal audits to identify and address any compliance issues.

  • Collaborate with program managers to ensure that activities align with grant agreements.

  • Oversee property and equipment acquisition, disposition, and management in compliance with WV internal and donor requirements.

Reporting

  • Prepare and submit accurate and timely financial reports to donors.

  • Coordinate with program teams to gather necessary data for narrative reports.

  • Ensure that financial reports comply with donor requirements.

Documentation and Recordkeeping

  • Maintain organized and complete grant files with all necessary documentation.

  • Prepare documentation for external audits related to grants.

  • Track and file grant agreements, amendments, and correspondence.

Capacity Building

  • Provide training and guidance to program and finance staff on grant finance and compliance matters.

  • Keep the team informed about changes in donor regulations and compliance requirements.

  • Strengthen capacity of local organizations for grant management and compliance.

  • Bachelor’s degree or equivalent work experience (eight years) in business administration, finance, grant, or related field.

  • Advanced degree highly desirable (JD, MBA, etc.).

  • Experience in program administration and implementation in fragile/conflict settings including experience in health systems strengthening, immunization, surveillance, supply chain management, and community highly desirable.

Language:

  • French and English required.

Travel:

  • Up to 25% travel within the country.
