Key Responsibilities:
The Purpose of Role
This role exists to lead a high performing team to effectively capture, utilise and communicate evidence of impact. Working in partnership with World Vision Field Offices (FOs) in the Southern Africa Region (SAR), Support Offices (SO) and the Global Centre this role will work across all funding streams to ensure the delivery of excellent quality programmatic work across all funding streams and successfully collect and communicate their individual and our collective impact.
The role provides quality assurance of impact across all funding streams (i.e. Child Sponsorship, Grants, GIK and Private Non Sponsorship funded programs), ensuring compliance with donor requirements and measuring and communicating project level and portfolio impact across the region. The role oversees Strategy Development & Execution and will ensure FO strategies are driven by impact data, and support a pivot towards grant and corporate funding, ensuring all resource streams are used to contribute towards improved child well-being for children and adults in the communities where World Vision works and demonstrating a credible account of change.
This role reports directly to the Regional Senior Director of Operations (Chief Operating Officer) and works closely with colleagues in Technical Excellence, Communications and Advocacy teams. This role is a member of the Southern Africa Regional Office (SARO) Senior Management Team (SMT) and works closely with the SAR Regional Leader (Chief Executive Officer), SAR National Directors, and FO teams.
This role can work from any location within SAR where World Vision is registered, with a preference for Angola or Mozambique.
Major Responsibilities
LEADERSHIP & CHANGE MANAGEMENT
Provide strategic leadership and oversight of SAR’s support to FOs with a primary focus on FO strategy implementation, evidence of impact, and institutional learning to contribute to improved well-being of children and their communities
Provide functional leadership to the SARO Program Quality and Impact team
Support the achievement of SARO’s vision for seamless integration and collaboration between our regional teams. Empower your team to work in a silo-free environment that enables/fosters cross-functional communication and collaboration, to create a deeper understanding of the challenges faced when implementing change in the processes required to maximize income, impact, and influence opportunities for WV in the future.
Be digitally agile, and work collaboratively to leverage SAR’s collective skills to support each of the unique FOs in the region, building upon each other's work and capitalizing on the vast knowledge within our region
Lead the region to centralize/recognize the existence of data and improve the utilization of the data
Support the People and Organizational Resilience team to bring about attitude and behavioural changes in SARO and FOs to build a future-ready organisation
QUALITY ASSURANCE
Lead and build a new culture of implementation excellence through integration and collaboration in SAR program quality
Facilitate effective integration of all funding streams to achieve/demonstrate program effectiveness and CWB impact as a portfolio level, ensuring that all programming with all funding streams (i.e. .Child Sponsorship, Grants, GIK and Private Non Sponsorship funded programs) aligns with FO strategies
Ensure Child Sponsorship, Grants, GIK & Private Non-Sponsorship programs are implemented according to the highest possible quality standards and are compliant with donor requirements
Ensure FOs understand and implement quality assurance practices and standards (e.g. core Child Sponsorship standards, program quality standards, GIK minimum standards, disaster management standards and individual grant donor requirements) in all programmatic and functional areas
Ensure that Project Management approaches, systems and tools are applied in all programs
Provide strategic advice on the development, implementation, monitoring and reporting of Annual Business Plans and Organizational Capacity Plans in alignment with National Strategy
Work with FOs to provide high quality donor and CWB reports that produce evidence of our work and make changes to programmes based on findings.
Provide backstopping for FOs to support quality implementation
Ensure FOs engage with coordination and learning structures
Promote and facilitate knowledge transfer between different projects and funding streams internally and externally
Promote and assure a culture of quality, accuracy and timely data usage across all programming
DESIGN, MONITORING AND EVALUATION
Lead a culture of working across funding streams and internal/external partners to ensure the RO and FOs plan, implement and improve M&E systems that produce useful quantitative and qualitive insights that tell a story of change
Working with existing Partnership tools/technology, create and implement a system that centralises monitoring and impact data for all FO programmatic portfolios, that enables the Region to demonstrate impact (output, and outcome/evaluations) and communicate this impact within the region, Global Centre and Support Offices
Communicate, collaborate, and foster integration focusing on impact and results among all projects, regardless of funding source
Ensure adequate Design Monitoring Evaluation (DME) competencies and processes in place in all FO’s as per donor and World Vision standards
Work with field office teams to map DM&E capability and capacity across the region/within FOs and create a plan to support and improve the standard for the region
Lead the development of processes that will enable field teams to ensure that program design is aligned with strategy and continuously enhanced through both formal and informal reflection and learning processes that are informed by strong data and engage a range of internal and external stakeholders
Work with Support Office and Global Centre DME Teams to develop and enhance monitoring and evaluation, accountability and information-management systems, as well as research and learning processes and products to inform adaptive management and promote thought leadership
Coordinate implementation of key global initiatives including Sponsorship 3.0, Our Impact, Our Story to enhance FO monitoring & evaluation systems
Ensure contextualized DPA is successfully applied across program design and implementation across all development programs
Support the PQI team to map FO DM&E capacity for all funding streams regularly. Develop an approach to address gaps in DME capacity
Ensure organisational DME competencies are relevant for the future funding contexts in SAR
Ensure analytics competencies are in place for future impact analysis to support the decision-making process based on proper impact data
Ensure PQI team leads DME guidance, webinars, communities of practice and ongoing training or coaching to build FO capacity, in collaboration with the RO, GC, SO and FO stakeholders
Monitor donor-required indicators and regulations on DME to ensure they are up to date in WV’s systems and business processes
STRATEGY OVERSIGHT
Lead field office strategy development processes, revision and execution in the region, partnering with field offices, support offices and the Global Centre, ensuring strategies remain relevant to the evolving context and align with World Vision’s organisational goals
Develop, or adapt tools and mechanisms for strategic resource allocation to ensure that resources from different funding streams are allocated for strategic priorities toward achievement of child wellbeing
Build FO capacity to develop and execute strategy in alignment with GC recommended strategy development methodologies and best practices
Coordinate with the GC to ensure alignment, execution/performance and reporting are in line with WVI’s Global Strategy
Coordinate standardized strategy measurement and reporting with FOs.
In close cooperation with People and Organisational Resilience team help identify and provide strategies to mitigate critical risks which may prevent WV achieving Strategic Objectives
Coordinate implementation of GC and SAR strategic initiatives and Promising Conversations in the region
Participate in all key Partnership strategy network meetings organized by Strategy Realisation and Innovation (SRI) to ensure strategy alignment to Our Promise 2030
Ensure functional Strategy Support Teams (SSTs) in all FOs and enhance FO understanding and utilization of SSTs
PREPARATION FOR UPCOMING STRATEGY REFRESH & NEW STRATEGY CYCLES
Work with GC to update World Vision International strategies/guidelines and regional priorities
Prepare FO teams for the strategy refresh process
Ensure that key external and internal stakeholders are appropriately engaged in the strategic planning processes
Provide leadership and technical oversight to FO strategy refresh process, ensuring alignment to field office contextual realities, WVI guidance and Our Promise
Ensure SAR FO strategies align with Our Promise and directly contribute to Our Promise strategic initiatives through clearly defined annual targets, key performance indicators (KPIs) and business plans
Ensure SAR strategies are contributing at the maximum level possible to Our Impact, Our Story based on field contexts and needs
Knowledge, Skills and Abilities
You will bring a collaborative spirit, an expertise in managing complexity and a desire to be a servant leader. You will be comfortable integrating sponsorship, grants, private non sponsorship and GIK funding, communicating the evidence of impact to a wide variety of stakeholders, and skilled at systems and reporting that demonstrates impact. You will also bring:
At least 10 years’ experience in relief and development work, of which at least 5 years in a leadership position at national or regional level preferably in Southern Africa or similar context
Demonstrated experience in strategy development, revitalization and monitoring processes
Experience measuring impact using monitoring, evaluation and research skills; and building capacity of others in these skills
Experience in designing evaluations for integrated programmes to measure performance and impact
Evidence of developing and implementing monitoring and evaluation frameworks for community based multi-donor programmes
Experience consolidating and communicating monitoring and evaluation data and insights at a regional or multi-country level
Demonstrated understanding of Child Sponsorship, Non-Sponsorship, Grants and Humanitarian donor reporting requirements and quality standards
Experience measuring impact of development programs for institutional and individual donors, such as Water, Sanitation and Hygiene, Environmental Sustainability, Child Protection, HIV and GESI, Food Security and Livelihoods, and Disaster Management
Leadership and people management skills
Excellent facilitation, negotiation, coordination and networking skills at all levels
Performance history in strengthening organizational capacity in design, data analytics and insights, evaluations, or multi-country impact reporting
Universal:
Digital dexterity, and in-depth computer knowledge including Word, Excel, Outlook and PowerPoint
Excellent presentation and communication skills

A Master's Degree in Management, International Development, Social Science, Evaluation, Data Analytics or similar field

Understanding of strategy formulation, balanced scorecard, business planning, and financial modelling
Understanding of project management principles and experiencing managing project leads
Evidence of advanced knowledge and skills in use of quantitative data analysis tools such as EPI INFO, SPSS, SAS STATA and or qualitative data analysis tools. E.g. NViro ATLAS
Exposure to mobile data collection software for surveys and assessments
High level of organization and attention to detail
Experience in working with child rights or child-focused issues a strong advantage
Ability to solve complex problems and to exercise independent judgment
Travel / work environment requirement
40% travel to World Vision Field Offices is expected
