Job Title: Senior Human Resource Development and Management Specialist
Reports to (title): Competency and Human Resource Administration Executive Officer (CHRAEO)
PURPOSE OF THE JOB
· To support the CHRAEO in ensuring that we have sufficient employees of the right caliber to meet strategic HR ambitions. This will be achieved by providing a proactive, high quality and people-centered human resources service for AHRI across the full employment life cycle.
Duties and Responsibilities:
Strategic HR
· Assist the CHRAEO in determining, and delivering on, HR’s strategic priorities.
· Lead the work required to set up and implement a workforce planning process which enables the institute to assess future needs. This will include partnering with senior management, directors and other executive officers to establish current and future workforce plans, including skills gaps and plans ways in which these gaps can be addressed through succession planning, promotions, transfers or via recruitment
Functional HR
HR Advice
· Provide expert employment law advice and guidance for all of AHRI’s operations by maintaining up-to-date knowledge of relevant legislation and custom and practices.
· Take responsibility for supporting line managers with all casework issues of employees below senior management level. This includes formal and informal disciplinary and grievance cases, long-term and intermittent sickness absence management and any welfare concerns raised by employees or their line managers
· Provide support in developing an annual recruitment plans
· Provide an efficient, service-oriented recruitment function for all posts, providing support to line managers from role design through to selection and offer stages. This will include recruitment administration.
· Provide functional expertise on selection and onboarding processes including best advertising channels, design of job advertisements, appropriate selection techniques including aptitude tests, and occupational psychology assessments.
Organizational Development
· Ensure AHRI has an effective performance appraisal system that creates an environment in which people feel supported, valued and accountable. Assess the effectiveness of the system periodically in terms in ease of use, ability to accurately capture assessment of past performance, support in setting meaningful objectives for the following year and provision of quality training needs data
· Lead on job evaluation so that all AHRI jobs are evaluated, and rigor is maintained in salary setting in relation to job evaluation results. Responsibility for final sign-off of job evaluation results rests with the CHRAEO.
· Maintain (and develop where necessary) a comprehensive range of people policies that make AHRI a desirable place to work, are aligned with our strategic priorities and principles, and are kept up to date in line with current legal guidance and best practice.
· Initiate and recommend revision to exiting policies, develop and revise as necessary human resources procedures and administer such policies and procedures
· Work with CHRAEO to coordinate work activities of human resources staff and other subordinates relating to human resources
Employee engagement
· Support the HRAEO in achieving high levels of employee engagement by taking on work streams as requested. This will include:
· Running an Employee Engagement Survey annually or as requested by the HRAEO and develop an action plan to address any issues of concern in collaboration with Heads of Departments. Follow up on the plans to ensure that they are executed.
· Supporting the HRAEO in developing an effective induction process for all AHRI employees
Transactional HR
Provide effective HR transactional services:
· Act as the first point of contact on HR queries of substance (as opposed to process), providing rapid responses which are user-friendly, professionally correct and clearly articulated. Where an immediate response cannot be given, ensure that the enquirer is aware that their query is being addressed and when it will be resolved.
· Check accuracy of monthly payroll and fringe and benefit data and submit to HRAEO for final sign-off.
· Check accuracy of contractual documents prepared by the HR Advisor and submit to HRAEO for final sign-off
· Carry out administration required to fulfill functional responsibilities such as booking inductions and setting up selection interview panels
· Ensure robust management of all personal data handled by HR, adhering to AHRI’s data protection policies.

Job Requirments
Minimum Required Experience
· 12 years of management experience, out of which 2 years direct role
· Acted as deputy to lead HR role in a similar organization
· Familiarity with expert knowledge workers who engage with the institute via different mechanisms including employment contracts, and contracts for services
· Delivering functional HR expertise across the full generalist remit including recruitment, reward, organizational development, change management, employee engagement, and employee relations
· Provision of first-class HR transactional services which are highly regarded by end users
Qualifications:
· A minimum of Master’s degree in Human Resource Management, Management or Business Administration
