Ethiopia Multi-country Office (ETMCO) sub-region currently consists of an established Operation Centre in Addis Ababa which manages a portfolio of engagements in four (4) Horn of Africa countries (Ethiopia, Djibouti, Sudan and South Sudan). ETMCO focuses on Infrastructure, Procurement, Project Management, HR and Transactional Services, and Fund Management services across a wide range of sectors including Health, Education, Agriculture, and Resilient infrastructure among others.
Our goal is to support countries, help people in need and enable our partners through delivering on our mandate of infrastructure, procurement and project management in the countries in the Horn of Africa. Building on our global experience of successfully delivering projects in complex operating environments, a healthy pipeline of engagements are at various stages of discussion with our priority partners.
Project Background
UNOPS has signed a project agreement with the Ministry of Health to strengthen the Capacity of the Ministry for the Realization of Health Sector Transformation Plan (HSTP-II) on selected priorities. This project will be implemented in Addis Ababa, Ethiopia and the overall objective/purpose is to contribute towards the realization of selected strategic priorities of the Health Sector Transformation Plan (HSTP-II) which is more on project management focusing on institutional capacity building, technical assistance, etc. UNOPS is selected to manage and implement the project by creating a project management unit (PMU). This unit will be formed by a group of experts and specialists in the relevant matters that will be in charge of delivering the outputs.
The Human Resource Analyst will report to the UNOPS Project Manager and will be working in close and day-to-day collaboration with the client institution, particularly the Human Resource Development Lead Executive Office (LEO). The PM will also gather feedback from the client to manage and assess the deliverables.

Scope of Work/ Objective
Overall, the objective of the role is to provide technical support to the Human Resource Development Directorate in creating a competent, compassionate and committed health workforce.
Support the Ministry by providing an analysis of Human Resources Health policy and strategy
Support in identifying and analyzing trends and patterns in HRH status
Assist the HR directorate in coordination and management of the level 4 Health Extension Workers (HEW) upgrading of training program
Prepare training materials including occupational standards for Technical and Vocational Education Training (TVET) in health and support in the coordination and facilitation of training on the same
Support the initiation of a new training program based on the identified needs of the health sector
Provide capacity-building support to Regional health science colleges and faculties on teaching methods, occupational standards and model curriculum designing
Support the development of a model curriculum for the health science training program
Provide support for the development of an assessment tool (qualification exam) for the health science training program
Support the directorate in coordinating partners that are engaged in HEW training program
Support the writing of qualification framework, scope of practice and job evaluation and grading for health care workers.
Perform other key responsibilities within the scope of the role

Trend analysis in HRH status produced with support
Health Extension Workers (HEW) upgrading Training programs designed and its curriculum are standardized
Occupational standards developed

Education:
First-level University Degree (Bachelor’s Degree or equivalent) in Public health, Business Administration, Management or related fields is required.
Advanced University degree in Public health, Business Administration, Management or related fields is desirable.
Experience:
A minimum of two (2) years of relevant work experience in public health and Human Resources for Health (HRH) related training programs is required.
Work experience with proven ability to analyze and develop HRH strategies is desirable
Knowledge of Ethiopia’s health system, sectoral reform processes, HRH training and regulations, occupational standards and curriculum designing is desirable
Experience with developing health professional qualification framework is an asset
Language Requirements:
Fluency in written, reading and spoken English is required.
Working knowledge of another official UN language is desirable.
