Job Description

Organizational Context

  • Under the overall guidance and supervision of the OCHA Head of sub office, Amhara region and the National Humanitarian officer NHAO in Dessie, the Field Humanitarian Associate assists in the implementation of field coordination, humanitarian access and matters relating to the management of security for OCHA personnel in the region of assignment.

Duties and Responsibilities:

Working under the overall supervision of OCHA’s Head of sub office in Amhara region the incumbent will:

  • Support National Humanitarian Affairs Officers (NHAOs) in conducting data collection during general assessments of vulnerability to emergencies in their designated zone of Amhara. The incumbent, under NHAO supervision, will also assist Humanitarian Affairs Officers (HAOs) in taking notes during coordination meetings with UN agencies, NGOs, government, and/or partners as required.

  • Assist HAOs in gathering data and reports on emerging relief needs, as well as the arrival, transportation, and distribution of emergency assistance to crisis-affected areas.

  • Provide verbal and written briefings to National and International Humanitarian Affairs Officers upon returning from field visits, addressing any specific issues as required to support HAOs in drafting mission reports.

  • Assist HAOs in preparing for meetings, conferences, and/or training seminars as needed.

  • Assist HAOs in organizing and facilitating field missions of OCHA staff, donors, and other visitors, briefing them on the overall humanitarian situation and the activities of OCHA and other humanitarian agencies in the designated zone.

  • Provide support to HAOs by maintaining the calendar and attendance in the following tasks: Engage and maintain a dialogue with security actors.

  • Provide translation from Amharic to English during meetings with key local authorities and security actors.

  • Perform other duties as may be required by the International Humanitarian Affairs Officer

Job Requirement

  • Qualification: Secondary education is required.  University Degree is desirable, not a requirement.

Experience:

  • Minimum six years of direct relevant working experience in risk management or analysis, preferably in the security context or related field of work for Secondary education and three years for BA/BSc degree holders.

  • Experience with the UN or an international NGO and familiar with the security actors in the Amhara region is desirable.

  • Understanding of Field coordination, humanitarian access. Understanding of the humanitarian Civil-military Coordination is desirable.

  • Language Requirements: Fluency in English and the local language is required,
