Job Description
The Temporary Maternity Cover Senior Programme Manager will report to the Deputy Head of Development Cooperation and is expected to contribute towards strengthening the Embassy of Ireland’s approach to and engagement on gender equality as well as leading on its gender equality programming.
The successful candidate will contribute to the implementation of the six-year mission strategy and play a lead role in accelerating progress towards gender equality and gender transformation within the Embassy and through our external relationships, policy engagement, partnerships and programmes.
Support the implementation of Ireland’s foreign policy and development strategies, including The Global Island: Ireland’s Foreign Policy for a Changing World; Ireland’s international development policy A Better World and Global Ireland: Ireland’s Strategy for Africa to 2025.
Work with the Embassy team to implement the Embassy’s Mission strategy particularly the Gender Equality outcome.
Contribute to the overall planning and work of the Mission, including by providing policy advice, briefings and recommendations to senior management.
Support strong institutional partnership management with key partners and lead on the management of the Gender Equality portfolio of grants in line with grant management standards.
Effectively contribute to overall strategic planning, annual business planning and reporting as well as staff performance and development.
Coordinate and collaborate with key external stakeholders including other donors and government.
Other duties as may be required.
Essential requirements candidates must be able to demonstrate:
Academic qualification (preferably at master’s level) and a minimum of 5 years progressively responsible senior management experience in areas of related field such as Equality Studies, Social Studies, Development Studies, Law, Human Rights. International management experience will be recognised as advantageous.
Knowledge and understanding of theories, concepts and approaches relevant to gender equality, social and economic empowerment, SRHR, GBV and women’s role in peace and security in the Ethiopian and broader regional context.
Familiarity with key national policies, institutions and programmes relevant to gender equality.
Strong knowledge and experience of recent developments and approaches in international practice in Gender Equality and related sectors including governance, peace, humanitarian action and climate change.
Significant knowledge and experience relating to the operating environment for gender equality focused organisations in Ethiopia.
The candidate must be fluent in English
Examples of being solutions-oriented, and committed to delivering results and taking responsibility for quality outcomes.
Experience of leading strategic planning and monitoring/evaluation/learning initiatives resulting in well-defined and achievable workplans, strategies and analysis.
Examples of financial analysis and budget management at a management level.
Examples of excellent interpersonal & communications skills in the workplace, being persuasive, working in a team and dealing effectively with people in external organisations.
Proficiency with MS Office Suite including Word, Excel, Outlook and Powerpoint.
Willingness and ability to travel frequently, to remote areas.
The successful candidate must have a legal entitlement to live and work in Ethiopia prior to recruitment.
Terms and conditions of employment:
Start date: Mid-April 2024
Location: Embassy of Ireland, Addis Ababa
Contract duration: The successful candidates will be hired for 6 months with a probation period of 30 working days.
Working hours: Monday to Thursday, with standard office hours from 8am-5pm, Friday from 8:00am – 2:00pm with total working hours not exceeding 48 hours per week as per local labour law.
Annual Leave Entitlement: Annual leave allowance is 10 working days for 6 months.
Gross Salary: Entry point of scale for Pay Scale ONE-PLUS (€3,147.22 per month) paid in local currency. Salaries are paid direct to a bank account; therefore, the successful candidate must have a bank account.
Eligibility: Candidates must have a permanent, legal right to reside and work in Ethiopia and will be subject to employment and taxation law in Ethiopia.
