ROLE PURPOSE

The position holder will be responsible to support the country office in consolidating the annual organizational budget and produce different periodic management report for decision making. In addition, ensuring the appropriate allocation of the organization cost recovery.

Accountabilities and MAIN WORK ACTIVITIES

Plan has a performance management and accountability matrix SOP. Every position holder is expected to adhere to the SOP and review and review her/his responsibility against the accountability matrix.

 Budget Management (25%)

  •  Lead the annual budgeting and follow up the utilization

  • Consolidate and compile annual budget preparation and submit the organization’s budget to Head of finance for review.

  • Lead the periodic budget reforecasting

  • Consolidating of the periodic budget reforecasting.

  • Identify variances between actual and budgeted financial results at the end of each month.

  • Suggest spending improvements that increase organization’s budget utilization.

  • Review the organizations budget for compliance with legal regulations

  • Ensure all project budget and sponsorship uploaded in to SAP and review regularly

  • Update monthly budget and Latest Estimate of budget for use internally and at semi- annual performance reviews

 Financial Reporting and Analysis (25%)

  •  Analyse financial information (e.g. Funds, expenditures and cash management) to ensure all operations are within budget

  • Prepare monthly expenditure reports and discuss as necessary with the departments or budget holders

  • Review the Global management report and give feedback to country head of finance.

  • Ensure the global management report Vs the country management report read same. Compile variance analysis report and commentary there to on a monthly basis

  • Prepare ad- hock reports to assist with management decisions as and when required

  • Provide inputs for costing of projects or programmes

  • Make annual review of programme costings

  • Prepare annual financial report with the required schedule for the annual statutory Audit purpose

 Donor Proposal Budget Development (20%)

  •  Supervise and coach staff working on donor proposal budgeting

  •  Ensure that realistic, comprehensive and accurate donor-compliant budgets accompany all proposals.

  • Ensure proposal development team meets agreed internal and external deadlines

  • During the proposal development process, ensures proposal budget development team work closely with technical advisors to identify and cost for project activities.

  • During the proposal development process, ensures operational costs are fully identified and budgeted for.

  • Ensure proper link is created between finance team, including cost recovery officer, to make sure proposal budget design fits into cost recovery policy and format of PIE

 Cost Recovery (15%)

  •  Ensures cost recovery is applied to grants on fair and consistent basis and in accordance with the cost recovery policy of PIE and GH.  

  • Develop work on cost classifications in coordination with the finance team to support the cost recovery policy

  • Supervise and coach staff working on implementing cost recovery policy of the organization

  • Ensure staff salary funding matrix is properly updated and salary WBS is submitted treasury unit accurately and timely.

 Country Finance Corporate Systems (SAP, BPC and BI Finance system specialist.) (10%) 

  • Conduct financial analysis using SAP or any relevant country finance corporate systems

  • Maintain an up-to-date accurate accounting system, including computer data entry and paper file system

 Internal Financial Controls (5%)

  •  Support the finance department to meet the financial reporting requirements and deadlines.

  •  Support the preparation of donor financial reports in respect to accounting, legal and contractual requirements

  • Support the completion of country internal control audits and initiates actions necessary to correct internal control weaknesses.

  • Perform any other related duties as assigned by immediate supervisor

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

  • Ensures that all staff in the unit/function/department are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;

  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.

  • Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted

Job Requirement

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS

Qualifications/ experience essential:

  • Master’s or Bachelor's Degree in Accounting, Finance

  • A minimum of 7 years of experience, out of which at least 3 years at managerial/ Senior level.

  • Directly relevant professional experience (e.g. finance, accounting, grants management)

  • Demonstrated understanding to Government of Ethiopia labour, tax and financial reporting requirements;

  • Skilled in analyzing data;

  • Advanced EXCEL knowledge and different accounting software’s.

  • Good communication skill

Qualifications/ experience desirable:

  • Demonstrated knowledge in cost recovery principles and systems, experience in implementing a cost recovery system is preferable.

  • Experience in managing performance and facilitating development of staff is preferred.

Languages required

  • Fluency in English language is essential

  • Knowledge of Local Languages is a desirable
