I Job Summary
The purpose of the Recruitment Officer position is to develop and implement recruiting plans designed to fulfill the country office staffing needs. S/he is responsible for all aspects of recruiting for the country office and plays a critical role in ensuring CARE is hiring the best possible talent. This includes attracting suitable candidates through databases, online employment forums, social media, industry contacts, association memberships, trade groups, etc.…The position shall continuously identify the most effective attraction and recruitment channels and keeps abreast of relevant labor market trends in the country.
The position is also required to maintain complete and accurate records of the recruitment process and its results and produces monthly and other specialized reports.
Job Responsibility # 1: Recruitment Planning (30%)
In collaboration with the HR Manager and relevant departments, actively participate in the development and regular updating of the human resource strategic plan and subsequent recruitment schedule.
Develop a pool of qualified candidates in qualified candidates advance of need through the maintenance and regular updating of a database of qualified professionals to rapidly respond to talent management needs.
Research, propose and implement new initiatives on the use of talent acquisition tools and methods, including but not limited to: social platforms, networking, job boards, outreach missions, webinars and monthly newsletters.
Lead and ensure the effectiveness of talent outreach and sourcing initiatives by partnering with external stakeholders, inclusive of private sector actors and their related platforms/databases that seek to support employment initiatives.
Collect data on cost per hire and lead time for recruitment and recommend improvements to current processes to ensure effectiveness and streamlining of recruiting plans and to ensure that cost effective services are being provided to hiring managers.
Promote CARE as an employer of choice by carrying out impactful and targeted activities such as recruitment missions, job fairs, and presentations at various forums.
Job Responsibility # 2: Management of Recruitment Processes (50%)
Establish a strong rapport/partnership with hiring managers at head office and in field offices to implement CARE talent management strategy and to fill all vacancies in a timely manner.
Manage the coordination and administration of the recruitment of new staff. This includes preparing candidate information packs (advert, job description and person specification), CV screening and coordinating the screening of applications, management of interview arrangements and appointment processes.
Coordinate pre-employment interview schedules and conduct applicant preliminary interviews (in person and/or on the phone).
Manage communications between applicants, hiring managers and others to keep all parties appraised of the status of each search.
Manage candidate interview results and selection decision with hiring manager. Provide candidates feedback on interview results.
Complete reference checks and background checks on selected candidates.
Manage offer process and negotiate compensation package including salary, start date and allowances.
Prepare offer letter and employment agreement for signature by hiring manager, candidate and others as appropriate.
Maintain complete and accurate records of the recruitment process and its results
Produce monthly and other specialized reports related to recruitment of staff.
Submit all candidate information (resume, employment application, USAID bio-data form, references, communications, backup documentation, etc.) to HR officer for on-boarding.
Job Responsibility # 3: Support Gender Equity and Diversity in recruitment efforts (20%)
Work closely with the GED officer and HR Manager to ensure recruitment processes are in line with all gender and diversity organizational objectives and related targets.
Support field offices and projects which face challenges in recruiting female candidates.
Support field offices in adhering to both organizational and government objectives and targets in relation to gender and diversity.
Develop strategy for recruitment in emerging regions.
Job Responsibility # 4: Others (10%)
Participate in and support staff induction processes as required.
Ensure exit interviews are conducted with employees prior to departure from the organization.
Perform other duties as assigned by immediate supervisor.

IV Qualifications
Required
BA degree in Management, HR Management or Business Administration
Minimum of 3 years’ job experience in a similar position.
Ability to perform and prioritize multiple tasks in a fast paced, high volume environment
Ability to develop positive working relationships with hiring managers
Knowledge and demonstrated use of a variety of advertising sources to attract diverse candidates.
Experience working for an INGO.
Knowledge of applicant tracking system (ATS) is a plus.
Cross-cultural sensitivity, knowledge of and ability to work with people of diverse backgrounds.
Ability to work in a fast-paced/changing, deadline-oriented environment.
Solid oral and written communication skills that are clear, concise and professional
Demonstrated sensitivity and discretion when handling confidential information
Knowledgeable about labor laws
Demonstrated technical and managerial ability, sound judgment, ability to interact and work effectively with others at all levels
Excellent communication and presentation skills
Computer Literacy in MS-Word, Excel and Data Base Management
Desired:
Excellent and proven experience in strategic planning of human resource management
IIV Working Conditions and Level of Travel Required
The Recruitment Officer is stationed in Addis Ababa, but makes frequent field trips. She/he will spend 20% of her/his work time in the field.
