Main purpose of the job

Under the supervision of the Director of Finance, Administration, and Grants Management, the Senior Finance & Grants Management Officer supports the Activity financial and grants management, assist issuance and monitoring of subgrants, and facilitate capacity building trainings to subgrantees. In addition, the position holder assists in budget preparation and budget revisions and oversee the financial functions of the Activity to provide a proactive support for smooth flow of funds and timely submission of invoices/liquidations. The incumbent provides a wide range of support and supervision to ensure contractual, donor, organizational and local laws are compiled and also lead the Activity cost share planning and collection. The position holder will work closely with the Senior Compliance Officer in planning and execution of compliance review and audit.

Detail Duties and Responsibilities

Subaward Management

·       Ensure timely release of operating advances and invoice liquidation of subgrantees.

·       Review invoices, provide feedback and ensure proposed action points are sufficiently addressed.

·       Ensure subaward monitoring, and risk mitigation plans are appropriately implemented.    

·       Assist issuance of new subawards.

·       Ensure propre maintenance and documentation of subaward files and correspondences.

Assist implementation of subawardee’s localization initiatives, and staff training and capacity development activities.      

Financial Management

·       Support MSH and the subgrantees in annual work plan budget preparation

·       Support preparation of periodic reports: to donor, headquarters, Authority for Civil Society Organization (ACSO), and government partners.

·       Support the process and provide direction for conduct of subaward budget realignment and revision.

·       Prepare and ensure timely submission of fund requests.

·       Ensure all transactions have the necessary approval, and are accurately coded and charged to the right expenditure type.

·       Ensure accurate calculation and billing of staff benefits.

·       Review QuickBooks and Costpoint records to ensure accurate and timely recording and reporting of transactions.

·       Follow up for the timely settlement of staff advances.

·       Ensure proper records are maintained for project assets, appropriately tagged, and physical checks are periodically conducted.     

  • Compile VAT refund claims, track, and follow up on status.  

Cost Share

·       Provide staff and subawardees a cost share orientation and training.

·       Assist cost share plan preparation and approval.

·       Direct the project team in cost share document collection and make available cost share collection tools.

·       Ensure complete cost share document submission, booking, and reporting.

Maintain a cost share collection tracker and updated them regularly.

Compliance

·       Assist planning and execution of subaward compliance audit.

·       Monitor project activities against all applicable USAID and local government compliance requirements.

·       Regularly monitor and evaluate subawardee against compliance requirements.

·       Follow up on project-related compliance issues to ensure they are appropriately addressed and resolved.

·       Ensure that all sub-awardee activities are in line with subgrant agreements.

·       Assess and identify potential compliance risk related to the project activities and suggests corrective action plans.

·       Provide training to subgrantee staff on compliance requirements, as required.

·       Work with MSH Compliance Senior Officer to ensure alignment of project activities with MSH and donor policies. 

 Job Requirement

QUALIFICATIONS

Required Minimum Qualification

Required: BA Degree in Accounting, Finance, Business Management, or related field.

Preferred: Master's in finance, Business Administration, or related field.

Required Minimum Experience

Required: A minimum of 6 years’ work experience in Accounting, Finance, Administration, Subaward management, & compliance and assurance. Experience in USAID-funded project of similar nature, and good knowledge of USAID rules and regulations.

Preferred: Strong understanding and experience in application of USG financial, subaward, and compliance requirements. Strong knowledge of generally accepted accounting principles (GAAP) and/or international public sector accounting standards (IPSAS) application and reporting.

Knowledge and Skills

  • Knowledge of United States Government (USG) rules and regulations in financial and subaward management.

  • Excellent written and verbal communication skills

  • Ability in operating different accounting software, such as QuickBooks Online.

  • Excellent ability with Microsoft Office applications especially Microsoft Excel.

  • Excellent analytical skill
