Job Description

Job Summary

The FH Ethiopia Behaviour Change officer will work in the Mekelle under the direct supervision of the project manager, she/he will closely work with the FH Ethiopia GBV team in Tigray, and ensure the effective implementation of prevention, SASA, and other behavioral change programming.

Principal Responsibilities

Strategic Planning and Programme Management

  • Complete a desk review of available GBV awareness-raising material developed if there is and used in FH Ethiopia and revise them in a way that ensures behavioral change in the community on violence against women and girls.

  • Conduct consultations with the center manager, PM, AP manager, relevant GBV, and women’s empowerment actors, and beneficiaries as well as frequent consultation meetings with stakeholders to identify priority content and methodology of GBV prevention and risk mitigation program at the AP level.

  • Disseminate and be responsible for the project SASA Approach implementation to Community Action against Gender-Based Violence as well any boy and male engagement activities.

  • Guide the team, community testing, and oversee various community GBV prevention and response time through providing technical support testing sessions.

  • Develop and/or adapt and roll out awareness-raising material as a comprehensive package of tools to guide GBV responses and prevention team and implement GBV social mobilization including a ToT with a facilitator guide, key messages, and various GBV awareness-raising strategies for different community groups and audiences.

  • Ensure that all program activities create a neutral and supportive protection environment for women and girls.

  • Ensure that compliance with GBV guiding principles is maintained among all staff and volunteers to ensure that survivors have easy access to psychosocial support and case management services in an appropriate and timely manner.

  • Assist the center managers in how to assist community mobilizers in planning community education and awareness-raising activities on GBV or violence against women and girls including the site level awareness raising.

  • Responsible for the project awareness raising, community mobilization, and public celebration as well as reporting to project managers as necessary for others.

  • Submit timely planning and reporting to the project manager, who is also responsible for leading the timely safety audit, PDM, and satisfaction survey to be conducted and the compiled reports.

Monitoring and Evaluation, and knowledge management:

  •  Create and implement tools to measure change in knowledge, attitudes, and behavior.

  • Support data management flow and reporting from sites on a timely basis.

  • Support to prepare regular progress/after-action reports and document lessons learned and challenges related to GBV prevention and risk mitigation and share with the center manager, project manager, and other units as may be necessary.

  • Conduct regular field visits/biweekly and provide on-the-job technical assistance and monitoring, as well as implement it directly and collaborate with caseworkers and the centre manager.

Capacity Development:

  • Provide technical support to the site GBV responses and prevention project staff in community engagement (women, men, girls, and boys) and participatory approaches considering ‘not harm’ principles.

  • Coach and build the capacity of staff members and staff of partners and stakeholders on prevention and behavioral changes responding to emergency/humanitarian crises, as needed.

 Coordination, Partnership Building, and Resource Mobilization:

  • ·Support in strengthening GBV social mobilization linkages between existing GBV, SRH, adolescent girls, and livelihood programming initiatives responsibly sites.

  • Responsible for the smooth management of the project Boy and Male engagement and related responsibilities.

  • Perform additional activities assigned by the supervisor.

⮚        Refrain from any comments or gestures that indicate prejudicial views of female staff, especially female supervisors.

Experience

⮚ 3 years of relevant experience in GBV program development, prevention, and behavioral change programming, preferably in an emergency context.

⮚  Field experience in complex emergencies, including humanitarian emergency response, is desired.

⮚ Ability to develop and coordinate GBV prevention programs that target IDPs/returnees, and their host communities.

Education/Certifications

⮚  Bachler degree with a specialization in areas such as social work, gender, law/human rights, international relations, and/or other related social science disciplines.

⮚The ability to work independently and productively with multiple stakeholders in a fast-paced environment.

Language

⮚ Proficiency in both spoken and written English. Knowledge of the local language of the intervention area is preferred.
