Child Safeguarding   Level 3 - The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:  

Under the direct supervision of the Field Office Manager, the MEAL Coordinator will support all Hawassa Field Office Awards MEAL-related activities with quality and accountability. Detail areas of role and responsibilities would be MEAL Coordinator for Hawassa Field Office as a general, which will be implemented in Save the Children Hawassa Field Office.  He/she will be responsible for ensuring that the delivery of the programs is in line with the SC MEAL approach/standards, Donor requirements, SC MEAL Framework, and specific programmatic approaches. He/she will ensure & and strengthen that a strong MEAL system is in place so that the implementation of the programs is of high quality to be accountable to beneficiaries, partners, and donors. He /She will play people development roles (MEAL Officer)

SCOPE OF ROLE:

Reports to: Field Office Manager and Area office MEAL Manager

Staff reporting to this post:   MEAL Officer

KEY AREAS OF ACCOUNTABILITY:

KEY DUTIES AND RESPONSIBILITIES

  • Develop and implement a work plan for rolling out the MEAL system at the program and Field Office levels.

  • Provide technical support to MEAL Officers and Program staff on developing and implementing M&E plans.

  • Support program staff to collect good quality monitoring data promptly and collate/organize data received for reporting to the Project Office.

  • Closely work with the MEAL team at SCI CO, CO TA,  South Area Office MEAL Manager, Program managers, and FO-level MEAL staff on the design and roll-out of standardized monitoring tools and methodologies.

  • Provide technical assistance and capacity building for program staff and partners’ staff on the development and use of MEAL tools and methodologies.

  • Ensure that regular reports are generated from monitoring data and that findings are communicated effectively to appropriate persons and units.

  • Conduct qualitative M&E (against international standards through participatory methodologies (including child-friendly methodologies).

  • Support and participate as required in all other aspects of MEAL, for example, surveys, baselines, evaluations, joint projects monitoring, and reviews/lessons learning workshops/events.

  • Implement accountability activities, including the development and use of information materials and the establishment of a pilot complaints response mechanism. This may include the management of an Accountability Assistant, ensuring that complaints are logged and addressed in a professional and timely manner and that serious complaints relating to abuse, exploitation, and corruption and referred to appropriately.

  • Provide inductions to new staff on MEAL and work with all staff in the organization to increase capacity in Accountability through training and direct support.

  • Promote learning throughout the area office, particularly on issues of program quality and accountability.

  • Regularly produce and report on best practices and case studies; ensure new analysis and information are available, including for the forthcoming communications strategy.

  • Ensure that children, women, and other vulnerable community members are included in all MEAL activities.

  • Supporting Filed Office with quality and timely donor, government, and internal report organizing

  • Being an FO SMT member will assist the head of the field office in Organizing the monthly and ad-hock meetings.

  • Coordinating need assessment, developing response plans, attending cluster meetings, and liaising with Health, ESNFI, and WASH cluster partners for the SWAN consortium project activities/presence.

  • Generating lessons learned (Program case story and success stories), and ACCM with FO, AO, and CO team.

  • Led staff on rapid and contextual needs assessment.

  • Providing of effective communication vertically and horizontally

  • Capturing and storing program quality data, generating information for impacts 

Reporting Requirement

  • Preparing quality and timely FO MEAL reports to Field Office Manager and Area Office MEAL Manager, CO MEAL unit on demand, and detailing all MEAL activities.

Job Requirements

Essential

  • A minimum of 5 years’ experience in MEAL and preferably in the INGO environment, including significant field operations experience running both development and emergency programs.

  • BA Degree or equivalent in MEAL, statistics, Development Studies, or other related fields.

  • Field-level experience in Humanitarian for INGOs in international development and emergency programs

  • Knowledge of key institutional donors and their compliance requirements concerning the MEAL system

  • Highly developed interpersonal and communication skills including influencing, negotiation, and coaching. 

  • Experience in solving complex issues through analysis, the definition of a clear way forward, and ensuring quality and accountability.

  • Commitment to Save the Children values.

  • Ability and willingness to change work practices and hours in the event of major emergencies including traveling at short notice and for extended periods.

  • Highly organized with good administration skills for order and information management, able to develop filing systems.

  • Ability to use updated software applications and databases to analyze and intemperate data for information.

  • A high level of computer literacy (word, excel, PPT, etc)

Desirable

  • Excellent communication & and interpersonal skill

  • Computer skills, especially Microsoft Office

  • Familiarity with contexts
