JOB SUMMARY
The SRH community mobilization officer will be primarily responsible for the implementation of community engagement social, and behavior change communication (SBCC) approaches which include community mobilization at the targeted refugee camp in Chifra to generate demand for SRH to eventually enhance uptakes. The position holder is a point person for IMC’s SBCC initiative at the indicated camp. S/he will closely work with, the Senior SRH Officer, in Chifra especially in the areas of SBCC for SRH, including HIV. Assists the field or site based SRH staff in the planning, implementation, monitoring and evaluation of SRH and HIV interventions focusing on SBCC packages. The position holder will report to the senior SRH officer at the assigned location.To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation.
MAIN TASKS AND RESPONSABILITIES
Oversight and Support for program development.Oversees the implementation and quality of services for targted woreda ,and health facilitiesSupervises a team of SRH community-mobilizer officers and Surge midwifes who collectively manage the outreach and facility-based SRH and HIV prevention, support, and treatment and Facility-based services.Regularly assess new developments and needs in Afar during field visits including new gaps and potential areas of SRH interventions.Identifying potential areas for new projects and preparing concept notes and project proposals (in collaboration with the Field Manager and Addis’s level technical focal points specialist, Health Manager, and Coordinator).
Program implementation, logistics and budget management.
Prepare work plan, Detail Implementation Plan (DIP) plan, procurement plan, and manage all the planned activities regularly to met the objective of the projectEnsures that SRH interventions and health care services are appropriately integrated with SGBV and MHPSS in the target communities and surrounding local communities.Ensures that IMC SRH care standards and protocols are met, national health policies and strategies are respected and other relevant project management issues including donor requirements are properly addressed;Provide technical support and guidance during the planning, implementation, monitoring, and evaluation of SRH project activities in Afar Chifra from the inception to the close-out stages.As a technical person or focal point; mentors, coaches, and supports the technical competence and capacity of SRH community mobilization Officers and Surge Midwives assigned in each of the health facilities.Support the targeted health facilities, woreda health offices, zonal health departments, and RHBs, to strengthen targeted HIV testing, linkage to ART, access to optimal ART, ARV prophylaxis, adherence counselling, viral load monitoring, data capturing, and reporting.Assists the field office manager in addressing the logistic issues about programmatic supplies for SRH (collaborating with Afar IMC logistics and finance department, government, and UN agencies).Manage SRH budget, make forecasts,Reviews program budget and ensures there is regular alignment of budget versus expenditures. Ensures smooth project phase-out in each project area during project closure.
Reporting and M/E
Provide updates and regular reports on SRH to a field office, UNHCR, and refugees RSS at the Afar coordination office.Prepare high level monthly, quarter, and Annual reports and share to filed manager and country officeSupports SRH team to establish reporting systems and data flow mechanisms and ensures proper systems functioning for regular assessment, monitoring, and evaluation of the projects against its objectives and expected results.Identifies training needs through rapid assessments or M & E tools and makes a capacity development plan for the technical officers.
Representation
Represent the organization during SRH technical meetings at the Afar level with the Government, RRS, UNHCR, and other partners.Liaises and represents IMC in relations with the government, RRS and UN agencies, donor agencies and other partner NGOs in SRH-related coordination meetings and provides minutes of such meetings.Collaborates with other actors working in the targeted community.Be flexible and be able to assist when enquired by the supervisor. · MPH or specialized in RH or BSc in Public Health, Nursing or Midwifery with SRH program experience.
· Three years of SRH program management experience for MPH and five years of similar experience for BSc holders preferably in a humanitarian context.
· At least two years of NGO experience in SRH programming in the areas of technical and managerial roles; Budget and Financial management experience.
· Experiences with SRH services and interventions including social and behavior change communication (SBCC), and other awareness-raising approaches are preferred.
· Training on BEmONC, comprehensive long-acting -reversible contraceptives (LARC) and HIV health services and STIs would have added advantages.
· Training on Clinical HIV/ART, providing HIV/ART training for health care workers.
· Proven training facilitation experience and skills, including on job and formal training.
· Excellent budget, logistics, and human resource management skills.
· Ability to work with a broad spectrum of people from different cultural backgrounds.
· Excellent communication skills.
· Flexible with the ability to cope with stressful situations and challenging conditions with limited resources.
· Good report writing skills in English and should meet reporting deadlines.
