Job Purpose
The Irrigation Engineer will be primarily responsible for planning, coordinating and providing technical oversight to all irrigation and land use activities for agricultural purposes. The position holder will build a reputation for delivery of quality design in line with government land use policy and LWF’s strategic plan in liaison with the Project Coordinator.
Duties and Responsibilities
1. Program management
Lead technical assessments for irrigation and land use activities.
Facilitate community mobilization and selection of vulnerable communities and project priority groups jointly with the project team, local government representatives and communities.
Lead the recruitment of Community Development Facilitators (CDFs) staff together with the HR Team and conduct thorough briefings including the roles, project plans and LWF policies.
Design appropriate irrigation technological options and facilities based on the socio-technical evaluation of the project location.
Prepare technical designs, drawings, and bills of quantities, TORs, construction specifications, and construction schedules for irrigation facilities.
Prepare tender documents and raise procurement requisitions for irrigation-related activities.
Ensure the safekeeping of construction materials, equipment and labour in collaboration with the community and local government authorities.
Identify and assess target sites and project locations as per the project proposal
Prepare mapping of the irrigation facilities implemented by LWF in the project area using GPS
Prepare detailed project implementation work plan and procurement plan.
Carry out timely procurement of project supplies and services according to the procurement plan.
Ensure that project supplies, materials and services are of the right quality and quantity according to specifications.
Supervise and guide contractors during the construction of irrigation facilities and ensure high-quality construction activities.
Carry out timely implementation and monitoring of project activities according to the implementation work plan and inform the Team Leader of any deviation for timely decision.
Ensure effective collection and filling of beneficiary lists, distribution lists, stories and pictures of the project at each stage in the project implementation.
Lead the project team in reviewing implementation progress, identify gaps and share solutions with the Team Leader.
Facilitate and organize training of staff, community irrigation facility maintenance crew and Woreda focal persons to support proper operation and management of the irrigation facilities.
2. Expenditure tracking and budget utilization
Ensure an efficient utilization of resources such as construction materials, workforce, properties etc.
Ensure that financial reports are reviewed and comments shared with the Team Leader.
Ensure timely adequate budget utilization and expenditure control as per the expenditure plan.
Contribute to the development of new project proposals through identification of funding opportunities in consultation of Team Leader
3. Networking and coordination
Work together with the target community to ensure their active participation in the project.
Regularly participate in the zonal level Cluster meetings and provide updates to the immediate supervisor/Team Leader:

Identify and design appropriate training opportunities for staffs working in irrigation related project activities.
Report any disciplinary matters to the Team Leader
BSc Degree in Irrigation Engineering, Hydraulics Engineering, Water Engineering, Civil Engineering
A minimum of 4 years of experience in irrigation related activities. NGO experience is advantage.
Skills in engineering software (AUTOCAD , EPANET/WATERCAD and other equivalent.
Knowledge of national and international Agricultural irrigation standard.
Good organizational skills
Excellent Computer skills (Word, Excel, outlook, power point, etc.).
Ability to develop effective working relationships across a network
Experience in the leading team, coaching, and mentoring and effectively working with partners; and Ability to interact and work effectively with others at all levels.
Ability to communicate effectively and build high-performance teams in support of the achievement of organizational objectives.
Fluency (written and Spoken) in English and more than one local language.
