Job Description

Hope enterprises, is a local Civil society organization which was established in 1971. As a pioneering national NGO, it has been serving the needy through transformational investment operating Seven branches and area projects in different regions and a university college in Addis Ababa City administration. HOPE involved in holistic human development with concrete interventions by ways of basic care, education, vocational training, job and business mediation and values development. The organization is currently seeking a qualified candidate for the following position.

 Job Summary

Plans, organizes and coordinates the overall financial functions of Hope  Enterprises; ensures implementation of Hope Enterprise’s financial policies, systems, and procedures and updates those as required; re-formulates, adapts and ensures application of financial procedures to meet internal and external requirements; ensures that Hope Enterprise’s financial management is aligned with its mission and values; provides support and guidance to Finance department staff at all stages of their respective duties; coaches and  conducts performance appraisal of staff members under his/her supervision.

 Duties and Responsibilities

  • Plans, organizes, directs and coordinates the overall financial functions of Hope Enterprises

  • Ensures that guidelines for accounting and financial management of Hope Enterprises are developed, updated and maintained;

  • Provides information and advices on financial management, financial controls and procedures to the Commissioner, The Operations and Finance Director and the other departments of Hope Enterprises;

  • Facilitates capacity building of finance staff at both the head office and project level;

  • Ensures that projects’ disbursement requests are based on their respective budget plan and follows up proper utilization of budget;  

  • Ensures that the internal control system is established, functioning and regularly sharpened to safeguard Hope Enterprises’s transactions and all project related expenditures;

  • Follows up proper organizational capacity is in place to accommodate possible growth of transactions generated to fulfill organizational needs and updates chart of accounts to monitor expenditures against budget on periodic basis;

  • Ensures that capacity support to projects in the area of financial management is rendered on a regular basis;

  • Ensures timely preparation and submission of Hope Enterprises budget to concerned donors;

  • Ensures that proper accounting system is in place to support the preparation of financial reports, and secures that accounts are regularly audited as needed;

  • devises efficient cash inflow and outflow systems thereby to indicate the financial poison of the organization;

  • Follows up proper maintenance of cash within the organization and its projects’ bank accounts and verifies that petty cash is held within authorized limit;

  • Ensures that projects have proper authorization for disbursement, signatories on cheques and fund transfers, use of account payee cheques and conducts regular bank reconciliation;

  • Ensures that the organizations fixed assets are properly registered, given proper identification, satisfactorily maintained and accounted;

  • Ensures that annual fixed assets inventory is carried out on timely;

  • Verifies and approves payment and warehouse documents as within the limit of his/her authority;

  • In collaboration of with the Program Manager, ensures that project budgets and other program funds are administered properly;

  • Performs a range of consultative, advisory and information gathering functions and activities within his/her area of responsibility;

  • Ensures that financial reports are prepared on time and submitted to the concerned bodies accordingly;

  • Coaches and conducts performance appraisal of staff members under his/her supervision;

  • Performs any other related tasks as required.

Staff Reporting to the Job Holder:  Senior Accountant, Accountants, and Cashier.

Job Requirements

Academic Qualification

  • Bachelor degree in accounting or in business administration or in other relevant field of study

Work Experience

  • 11 years relevant experience Bachelor Degree, 7 years for Master’s degree out of which 2 is related to the actual post

  • Experience in Managing / coordinating the finance Department of an NGO is preferable.

Special Training

  • Peachtree and basic computer skills, and other updated financial trainings and procedures

Other Requirements

  • Good Interpersonal skills,

  • Practical experience in developing as well as working with financial policies, procedures and systems,

  • Good knowledge of local and international context,

  • Knowledge of and passion for holistic development

  • Who accepts and maintain the value of the Hope Enterprises

Authority

  • Co-signatory on all Head office checks

Communication and Networking

  • Communicates with the Executive  Director, University college president, IGA mangers, and other management team members in matters related to plan/budget, report, and Financial management issues; with the other Departments and branch managers, Coordinators, project managers, branch finance managers, Branch Accountants, project Accountants  in relation to budget, plan, utilization of fund, and reports issues; with donors, partners and collaborators in relation to funding, resource management and reports; with Audit Firm in relation to audit agreement, audit report and related matters; and with banks in relation to cash transaction and bank statements; etc.
