Job Description
MSD is a non-profit, civic society organization founded in 1999 to combat the HIV/AIDS epidemic. Since then, MSD works to strengthen the socio-economic development of the wider community, and the nation at large. Working with partners and stakeholders, MSD advance the voice of citizens and community structures in service delivery, identifying priority needs, provide support and services to target groups with education, skills and promote opportunity to get along with assets. Aligned to its vision, mission and strategic objectives, MSD has been working in different development, emergency and humanitarian endeavors including HIV Prevention, care and support, Orphan and vulnerable children (OCV) care and support, Sexual and Reproductive health (SRH),Family Planning (FP), Gender Based Violence (GBV), migration, child protection and environmental protection. Through these technical area and services, it reached different hard to reach target groups including early married girls, GBV survivor, OVCs, refugees, PLHA, commercial sex workers and their clients, waitresses, long truck drivers, CSOs, CBOs and the community. At community level, the organization works with community members and community based social service providing institutions, schools, health facilities, government line offices, marginalized groups and professional associations.
MSD is a child safe organization and all successful applicants will be required to sign the Safeguarding Code of Conduct. The safety and wellbeing of children and at-risk adults are priorities of MSD. The organization provides a safe environment in all its programs and activities. Currently, in partnership with Mercy Corps, MSD is implementing a five-year HRA projects with the fund obtained from USAID through Mercy Corps at eight woredas in North Wolo and south Gonder in Amhara region. It is therefore seeking to hire qualified and experienced professional for the following vacant Position
PROJECT SUMMARY
The USAID-funded Highland Resilience Activity (HRA)-will continue to the Productive Safety Net Program (PSNP) 5’s “Big Push” initiative and has the overarching goal of strengthening resilience among vulnerable households in Ethiopia’s Highland , resulting in 120,000 PSNP households reaching the graduation threshold. HRA will support these households in moving above the graduation threshold and to where they no longer require social safety net programming for household food security and have the capabilities and assets to withstand regular and predictable shocks. The activity will achieve this goal by directly supporting households in increasing their on-farm, off-farm, and employment incomes while facilitating improvements in the market systems required increasing demand for goods and services in PSNP communities. HRA is a five-year program that starts in January 01, 2024.
JOB SUMMARY:
Reporting to MSD Program Director, the program manager is responsible for leading this program. She/He is responsible to plan, organize, and coordinate the implementation of USAID HRA programs in Amhara South Gonder and North Wolo Implementation woredas. In consultation with the program director, Mercy Corps regional coordinator and the program/project staff for HRA at zone and woreda level, she/he also develops annual program plans and budget; preparing periodic report, involve in hiring staffs for the project and ensures that an appropriate monitoring and evaluation system is in place to ensure the program is being implemented in a way to meet HRA intended objectives and outcome.
Leadership and Management
Lead the program program and the entire MSD_HRA techincal team working in both North Wolo and south gounder.
Coordinate the entire program implimentation in consulatation with Mrecy Corps HRA regional coordination office, MSD senior leadership team and MSD HRA team.
Lead the HRA program in the region on behalf of MSD and work as prime contact for Mercy Corps, regoinal nal and zonal government office
Maintains ongoing communication with stakeholder regarding program/project progress and challenges
Program Planning and Implementation:
Prepares and submits annual plans as per guidance given by MSD program director and Mercy Corps regional team ;
Ensures that program operations in the Area Office are carried out in accordance with MSD policies and procedures; and per the expected strategic objectives and intermediate result.
Ensures that all staff have updated monthly and quarterly implementation plans;
Lead periodic joint site level program implementation monitoring, progress and address challenges.
Ensure the quality of the program implementation per the minimum expected standard and expected outcome.
Builds capacity of Area Office staff and its partners in technical issues pertinent to the sector;
Program Monitoring, Evaluation and Reporting
Organizes a monitoring system to collect baseline and periodic data for tracking program performance and decision making;
Ensures continuous data management and project quality according to MSD monitoring and evaluation guideline;
Plans and conducts quarterly and annual program review meetings to assess progress, adjust plans, and draws/disseminates lessons learned;
Prepares and submits to the program Director monthly, quarterly, bi-annual and annual activity reports of programs/projects.
Provide guidance on knowledge sharing management best practise of the project.
Networking & Partnership
Provide leadership guidance on establishing robust partnership with local government and all other key stakeholders in USAID HRA project implementation zones and woreda.
Represents MSD in HRA program related matter with other stakeholders in the project implementation zones and woredas.
Makes formal presentations to the counterparts about program progress, challenges, lessons learned and needed adjustments;
Capacity Building
Ensure direct reports are trained on all relevant IRC grants and partnerships processes and donor regulations as required.
People Management & Development
Support direct reports in achieving annual objectives, acting as a trusted and accountable manager, mentor, and professional resource, including promoting collaboration, enabling adequate resourcing, and ensuring accountability.
Others
Performs any other duties assigned by the supervisor.
Reports Directly to: Program Director Debre tabor (South Gondar)
Employment Type: One year contract, with possibility of renewal depending on merit and Job continuity

EDUCATION/TRAINING
MA/MSc or BA/BSc in Economics, Sociology, Agro economics, Rural Development, Project Planning & Management, Sociology, Social work, Community Development
EXPERIENCE:
5/7 years of relevant work experience in a supervisory/ managerial position
NGO experience with strong exposure to USAID funded projects and understanding of PNSP program and policy related issues is preferable.
Previous experience on managing complex project or consortium an added advantage;• Strong
Self-motivated with excellent interpersonal communication and problem-solving skills.
