Job Description

Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and reregistered at the Agency for Civil Society Organizations as an Ethiopian development Organization with Certificate no. 0321 under the Proc. No. 1113/2019. ECDD is working with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs envisioning an Inclusive Ethiopia where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens.ECDD is partnering with the Population Council and the Ethiopian Lawyers with Disabilities Association (ELDA) to implement the “Forced Begging among People with Disabilities in Ethiopia” Project which is funded by the United States Department of State. The project will be implemented from October 01, 2023, to September 30, 2027. The project undertakes Intervention Development Research to generate evidence, develop interventions, and implement the project to combat forced begging and trafficking among persons with disabilities in Ethiopia. The project will be implemented in Mekelle, Addis Ababa, and Dire Dawa Cities in Ethiopia.

 Description of Tasks 

The Project Coordinator will be based at the ECDD Head Office, in Addis Ababa. She/He reports to the Deputy Program Director and works under the overall supervision of the Program Director and Executive Director. The Project Coordinator is responsible for the overall coordination, implementation, monitoring, evaluation, and reporting of the activities and results of the project.

Specifically, the Project Coordinator will:

1. Prepare an annual project work plan, implement and report all the project activities according to the work plan, and manage the annual project budget and expenditure

2. Assign tasks to Regional Project Officers and supervise their performances

3. Effectively manage the dissemination of information from the central coordination to regional office staff;

 4. Maintain contact with project donors and partners and respond to their requests promptly;

5. Work closely with vocational training institutions and properly facilitate skills training 

6. Closely Work with Population Council’s staff in research activities

7. Guide the Consortium members and other stakeholders by providing Technical Assistance on disability inclusion throughout the project period for project implementation partners to foster continuous improvement in the inclusion of persons with disabilities;

8. Facilitate the identification and mobilization of target persons with disabilities for psychosocial support, rehabilitation services, and soft & hard skills training to enroll in vocational training centers

9. Support the establishment of IGA groups by persons with disabilities and facilitate the provision of startup capital.

10. Organize workshops, training, and events in all project target areas to enhance the inclusion of persons with disabilities in skill-based training.

11. Ensure that projects are aligned with and contribute to national and local strategies, policies, operational guidelines, and protocols as applicable;

12. Assure all activities are implemented in the required qualities as agreed with donors and government signatories;

13. Efficiently use project budgets in line with donor compliance, regulatory bodies, and value for money;

14. Ensure timely submission of donor work plans and reports;

15. Ensure observance of the ECDD Child and Adults-at-Risk Policy by project staff and partners, in consultation with the ECDD Safeguarding Focal Person.

16. Monitor and evaluate progress in the achievement of project results and provide data and information to the ECDD M&E Manager

17. Prepare weekly, monthly, and quarterly reports of activities accomplished, in collaboration with the Project Officer and submit reports to the ECDD M&E Manager and Deputy Program Director promptly

 18. Oversee the collection, documentation, and dissemination of lessons learned, case stories, and good practices of the project and its partners.

19. Facilitate monitoring and review meetings with stakeholders of the project

20. Undertake other tasks as the ECDD Deputy Program Director, Program Director, or Executive Director may be assigned.

Job Requirements

Required qualifications:

·       Master’s degree in Social Science fields such as social work, sociology, psychology, or other related area.

·       At least 5 years’ experience in leading the design and implementation of Disability Inclusive programs.

·       Experience working directly with persons with disabilities, organizations of persons with disabilities, and their families in livelihood interventions.

·       Experience in designing and facilitating capacity-building trainings on disability rights and inclusive programming for staff and external stakeholders.

·       Exceptional communication and interpersonal skills to develop strong working relationships across cultural and organizational boundaries with internal and external stakeholders,

·       Experience in research activities including designing robust research studies; data collection and analysis, and report writing.

·       Experience working on livelihood interventions with forced beggars with disabilities.

·       Demonstrated knowledge and experience in disability inclusion and disability rights;

·       Previous experience in a busy administrative environment, preferably including experience in a project management/research environment can use advanced functions on email/databases/word processors /spreadsheets

·       Fluent in written and spoken English and Amharic.

·       Ability to manage multiple activities/projects and achieve deadlines

·       Produces accurate written communication that is well structured and of a high standard

.    Fluency in English and Amharic or Ethiopian Sign Language, and knowledge of other Ethiopian languages are also advantageous.
