Job Description
GITEC-IGIP Consulting Group provides consulting services to the Ministry of Agriculture (MoA) Sustainable Land Management Programme (SLMP) for the Ethio-German Sustainable Land Management Project, Phase III (SLM-III), working in Amhara, Oromia and Tigray Regional States (Regions) of Ethiopia.
For the past six and half years GITEC IGIP Consulting Group has been working with MoA as Implementation Support Consultant (IC) for the above KfW financed Project in thematic areas such as Financial Management and Watershed Management, Quality Assurance of community infrastructures, Livelihood activities, etc.
Now GITEC would like to recruit experts for a preparation of Multi Year Development Plan and Annual Work Plan that would qualify for the requirements stipulated below:
SCOPE OF WORK
Eco Regional Watershed Planning Specialists will provide technical assistance to SLM III supported woredas for preparation of MYDPs and AWPs. The EWPS will spend 80-90% of the time working at field level.
Working under the supervision of the Watershed Planning Coordinator the EWPS will provide technical support and advice to the respective Zone, Woreda and Kebele/community level institutions in charge of planning and implementing watershed development and management. The EWPS will work and coordinate closely with other IC Experts as required from time to time (Planning, GIS, Social Safeguard Experts, Financial Management Specialists, Watershed Management Specialists etc.).
The EWPS will support planning processes through helping to identify measures needed for watershed management with an emphasis on landscape scale rehabilitation and conservation, mapping, budgeting and contributing to the write up of micro watershed and watershed MYDPs. S/he will also support the preparation and consolidation of AWPs and budgets for 2017 (EC).
The EWPS will work under the supervision of the Watershed Planning Coordinator to perform the following tasks/duties:
Familiarize fully with key project documents and, where relevant, their annexes, including: Separate Agreement, Harmonized Logical Framework, Baseline Studies, Project Implementation Manual, Community Based Participatory Watershed Development Guidelines, M&E guidelines, Environmental and Social Management Framework, IC directives and guidelines, annual and periodic work plans at Region, woreda and MWS levels;
Support the development of micro watershed and watershed MYDP, AWPs and Budgets
Together with National/Regional PCU experts and IC personnel train and coach Woreda Experts and Development Agents (DA) on data collection (spatial and hydrological) and preparation of MYDP/AWPs for project-supported watersheds;
Contribute to development of innovative SLM concepts in preparation of the MYDPs;
Facilitate biophysical survey and analysis of the watershed resources;
Together with the GIS and other key experts develop stakeholder’s maps and support the extension system in development stakeholder’s engagement plans;
Help to ensure that the MYPDs are in line with national guidelines, regulations, and good practice;
Contribute to identification of landscape scale conservation and rehabilitation measures in project-supported watersheds; in particular assist and encourage woredas in site identification, and selection of appropriate technologies - especially for Soil and Water Conservation (physical and biological);
Promote and support the application of SLMP Environmental and Social Management Framework guidelines;
Prepare and submit in timely manner and in accordance with IC formats internal work plans/reports and monthly timesheets, invoices and reports;
Undertake any additional associated tasks or activities that may reasonably be required from time to time by the Watershed Planning Coordinator.
DELIVERABLES
Woreda Experts and DAs trained and supported to develop Micro Watershed and Watershed MYDPs in accordance with good practice and the standards of SLMP;
Micro Watershed and Watershed Annual Workplans and Budgets for 2017 (EC) in line with good practices and SLMP standards;
Eco Regional Watershed Planning Specialists (EWPS)

Qualifications:
Education/training:
Postgraduate university degree in Natural Resource Management, Land Management, Rural Development, Agriculture or related field.
Language:
Project Areas Local language, and English
Professional experience:
At least 7 years of professional relevant experience
Watershed Planning is preferred
Proficiency in English language report writing
Reporting language, is English.
