Location: Yerevan with frequent travel to Goris office and other regions

Requirements
With guidance and supervision from the Head of Programmes (HOP), the Emergency Programmes Director will be responsible for overall coordination and management of PIN emergency response in Armenia. In close coordination with HOP, s/he will lead (1) coordination and quality assurance of humanitarian programme portfolio; (2) support proposal development of humanitarian projects; (3) support positioning, networking and building of partnership in the humanitarian field; and (4) maintain internal standards and processes together with principles for accountability to affected persons (AAP), protection mainstreaming in humanitarian projects. The position reports to the Head of Programmes, working closely with MEAL Manager and directly supervises Project Managers responsible for humanitarian projects.
• Ensures proper planning of projects and their high-quality and timely delivery in line with PIN policies, internal guidelines, SOPs and project documentation.
• Project objectives are achieved and any challenges or obstacles are identified and reported to senior management in timely manner.
• Ensures that individual humanitarian projects have their project tools in place and are synchronized with the overall programme goals and regularly updated. Data management structure is in place and functional. Ensures that PIN Global Policies and guidelines are followed and adjusted to the context; proper tools are revised or developed and used to (1) measure the performance of the program from different aspects (MEAL, implementation quality, reporting, archiving and procurement) and to (2) guide the program in line with established processes and SOPs.
• Manages partnerships, for projects implemented in consortia with partner organizations, leading coordination with consortium partners, ensuring the delivery of agreed outputs in compliance with both internal and external quality standards.
• Regularly updates Country Director (CD) and Senior Management on program implementation progress, vis-à-vis budget and indicators, suggesting necessary adjustments and addressing evolving issues.
• Visits project locations on a regular basis to monitor implementation effectiveness;
• Develops internal and donor reports for review by HOP/CD/HQ as required.
• Coordinates project synergies with other stakeholders/partners in the regions to avoid duplications and/or ensure effectiveness of projects.
• Oversees project recruitment planning, participates in recruitment of key project positions (project managers, officers) and observes and suggests capacity building needs and activities within the program/project team.
• Promotes MEAL and knowledge management by leading program/project reviews and reflections with staff and documentation of good practices and lessons learned for assessments, to adjust strategies and implementation plans, to inform future programming, and to contribute to organizational learning.
• Under the supervision of Head of Programmes (HOP) and in coordination with CD, ensures PIN is actively engaged with relevant sectorial c Working groups and partners’ platforms Provides inputs and designs new emergency response and humanitarian assistance projects and support HOP, Country Programme Coordinator (CPC) with the proposal development in line with the strategic objectives of funding agency;
• Supports HOP and CPCs, Desk in development of concept notes, proposals and capacity statements, briefs and assessment reports for humanitarian projects.
• In coordination with MEAL team designs assessments that align to identified needs and current programming (Key Informant Interviews, Emergency Needs Assessments, (Emergency) Market Assessments, impact assessments, needs overviews, etc.).
• Ensures PIN quality standards are adhered to, including Do No Harm, Protection Mainstreaming and Gender Equality and Social Inclusion.
• Arranges humanitarian kick-off and monthly review meetings to provide advisory on assurance of PIN and Core Humanitarian Standards, including AAP, Protection Mainstreaming, PWD, and make recommendations for QA mechanisms to be established.
• Communicates with HQ/ Desk/ technical focal points on issues related to programme quality and, cross-cutting topics and program records to ensure compliance with donor’s requirements and proposal goals, to sustain organizational memory and keep organized records for audit purposes.
• Provides ongoing supervision, guidance and support to staff; particularly direct reports;
• Conducts regular field trips to required areas to coordinate the works, provides support to team based on needs and meets stakeholders.
• Conducts Performance Evaluations for direct reports in accordance with PIN established procedures.
• Provides leadership in coordinating supply chain, finance and administration and office services activities and ensures their timely/efficient delivering. In particular, ensures that processes are unified and harmonized across all offices.
• At least 3 years’ experience in the emergency and humanitarian assistance sector including project development, implementation and reporting.
• Deep understanding of and proven adherence to Core Humanitarian Standards and ensuring their integration into all aspect of project design, start up, implementation, close and post-implementation monitoring.
• Experience in coordinating projects with multiple stakeholders or working within the humanitarian coordination system.
• Demonstrated applied understanding of protection mainstreaming, gender and social inclusion.
• Proven experience with management of senior staff and teams.
• Strong verbal and written communication skills, including proven ability to write persuasively.
• Excellent knowledge of English, Armenian, Russian will be viewed as an asset.
• Team player and willingness to contribute to the strengthening the country programme.
• Sound professional judgement, strong analytical skills, detail and quality oriented.
• Proven understanding of duty of care and safety and security considerations in fragile and conflict affected contexts.
• Previous experience with donors portals, incl. APPEL (ECHO), AAMP (BHA) and others will be viewed as an asset.
• PC proficiency (Outlook, MS Office).
