Job Description

Responsible for assessing the quality of deliverables: primary focal point – MEAL Officer and secondary focal points – MEAL Assistant, Database Specialist, Head of MEAL

Summary of the service required

The service provider is to perform his/her services under overall guideline of the Head of MEAL and through direct engagement with MEAL Officer. Enumerator conducts monitoring activities such as structured interviews during MEAL related studies (e.g. post-implementation, endline and other studies, evaluation), supports other MEAL related activities and tasks and provides necessary support to feedback mechanism. The Enumerator works in close collaboration with other members of MEAL department, the project managers and project implementation team members and other key stakeholders.

Types of modality of service provision

(1)   Remote service provision only:

−        Service provider is to conduct structured surveys, in-depth interviews, questionnaires, and similar via phone and remotely only.

(2)   Remote and field service provision:

−        Service provider is to conduct structured surveys, in-depth interviews, questionnaires, and similar via phone and in the field, that includes face-to-face interviews, field visits, focus group discussions (FGDs), and observations.

Scope of services

The Supplier undertakes to perform for PIN the following activities:

Perform data collection activities as instructed:

-          Field and phone interviews via structured questionnaires as well as in-depth interviews/key informants’ interviews, focus group discussions and field visits and observations;

-          Ensure quality of data and other information collected in the field and via remote means of communication;

-          Capture data using digital data entry technology provided (e.g. KoBo forms or other relevant);

-          Ensure collected data is accurately recorded through paper documentation and voice recorders (if relevant) based on informed consent obtained from beneficiaries;

-          Accurately enter data of the collected data daily, if required, including submitting completed questionnaires on paper or via digital data gathering platforms on tablets/mobile phones;

-          Assist in the formulation and adaptation of data-collection tools, if relevant.

−        Perform field visits to households which are considered and supported under People in Need programming and other stakeholders involved;

−        Collect beneficiary feedback received through the complaints and feedback mechanism, as well as through observation and direct interaction with beneficiaries during site visits. Support in the reception of feedback and respond to complaints and feedback from beneficiary and other stakeholders, provide them with requested information regarding PIN projects; is directly in charge of CFRM phone hotline number, but also other CFRM related channels; ensures proper documentation, including CFRM Register, and follow-up of received cases with relevant programme/project staff and ensures that feedback loop is completed.

−        Ensure anonymity of respondents and develop relationship of trust during data collection exercise with respondents; follow confidentiality and security procedures to ensure respondent privacy is protected according to GDRP and legislation of Republic of Moldova.

−        When working in the field, fill-in daily reports in the forms or in the way as instructed.

−        Participate in training sessions as required.

−        Make efficient use of devices used for data collection and manage the devices well at field level.

−        Identify and report any challenges faced that could affect the quality of the data and documents them.

−        And fulfils any other tasks as required.

Key competencies and skills set necessary (criteria):

−        Working experience in interacting and communication with different stakeholders (e.g. beneficiaries, participants, representatives of local CSOs, authorities, government officials, business, etc.) | 10 points

−        Working experience in collecting information through, e.g. surveys, key informant in-depth interviews, focus group discussions | 10 points

−        Working with data collection software (e.g. KoBo or similar) | 5 points

−        Training in quantitative data collection methods (e.g. surveys) | 5 points

−        Training in qualitative data collection methods (e.g. in-depth interviews, key informant interviews) | 5 points

−        Excellent command of Romanian | 5 points

−        Excellent command of Russian | 5 points

−        Command in Ukrainian, Gagauz, Roma and other relevant languages of minorities of Moldova is an advantage | 5 points

−        Command in English is an advantage | 5 points

−        Experience in the NGO/INGO field with a focus on civil society development or emergency programs is an advantage | 10 points

−        Degree or being a student of social studies (e.g. sociology, statistics) or similar is an advantage | 5 points

−        Offer in line with service remuneration amounts | 30 points

Maximum total technical score: 100 points

Additional formal mandatory requirements:

−  Flexible schedule, possibility to work at the different time of the day and during the weekends. That also imply flexible schedule adjusted to the service provider preferences.

−   In case, interested to work in the field – availability is required in the following: ability to undertake regular field visits all over Moldova, if needed, few days in a row with overnight stays in different locations of Moldova.

Service renumeration amounts:

−   38 MDL gross (PIN will deduct income tax and contribution for compulsory medical insurance) per documented survey/interview with 30 and less questions (vide: short questionnaire).

−   63 MDL gross (PIN will deduct income tax and contribution for compulsory medical insurance) per documented survey/interview with more than 30 questions (vide: long questionnaire).

  −  75 MDL gross (PIN will deduct income tax and contribution for compulsory medical insurance) per 1 hour of:

  • Documented work in the field performing monitoring activities, in the form, of e.g. interviews, site visits, focus group discussion and similar activities.

  • Participation in the training.

  • Operating of PIN CFRM dedicated phone hotline number, including complaints’ resolution and documentation of the process.
