About Integrated Health Systems Strengthening (IHSS) Project
Integrated Health System Strengthening Project is a Bill and Melinda Gates Foundation (BMGF) investment currently being co-designed with Amref Health Africa and MOH to support the design and implementation of a platform mechanism/s for health systems strengthening for primary health care (PHC) in Ethiopia. This investment focuses primarily on the sub-national level (regional and district) with links to national efforts. The design will focus on integrating key HSS pillars – e.g., Human Resources for Health (HRH), Health Care Financing (HCF), Data, and Leadership and Governance – to support PHC administrators and managers in optimizing health systems for improved service delivery.
Job Purpose
Amref Health Africa is seeking a MEL Officer to provide technical support for the Integrated Health Systems Strengthening (IHSS) project regional project offices. Under the direction of the IHSS MEL, Research Director, and Regional Program Coordinator, the MEL Officer will establish and implement performance monitoring, reporting, and learning activities at all program levels in the assigned regional office. The position holder will provide technical, capacity-building, and supportive supervision to the regional team and other staff within the government and other stakeholders. S/He will collaborate closely with the country office MEL, research team, and program staff.
I. Duties and Responsibilities:
The MEL Officer will have the following duties and responsibilities:
Planning and Reporting
Assist/provide feedback in the development of the IHSS Activity MEL plan, data quality assurance plan, reporting, and data collection templates
Compile project plan in collaboration with the project team
Compile monthly, quarterly, semi-annual, and annual summary regional project office reports of IHSS activities;
Collate, analyze, and disseminate data to improve project performance and informed decisions;
Work with the MEL and Research manager to maintain updated project tracking information (log frame) with key output and outcome indicators;
In collaboration with the country office MEL team, regularly work to monitor performance against established targets;
Maintain reporting formats and updated performance indicators according to project requirements and standards;
Work with other country office MEL team to ensure that Amref's Information Management System (AIMS) is regularly updated with respect to IHSS's contributions;
Quickly and efficiently fill ad-hoc requests for project data from the regional office and/or country office team;
Data Management and Analysis
Work with the MEL team to interpret data to point out trends and progress toward project goals;
Provide capacity building and on-site technical support to the MEL team at the woreda level on data-driven decision-making (data analysis, interpretation, visualization, and reporting);
Work with other MEL team and program staff on data analysis and data management, collation, and interpretation in scientific publications and other non-scientific learning forums;
Work with technical staff to identify selected performance indicators to monitor the progress of the project closely
Support the MEL team and program staff in leading formative research, evaluations, and other ad-hoc assessments to inform the project's implementation science.
Coordinate project studies conducted with a focus on ensuring quality and on-time data is collected;
Perform other duties as assigned by the immediate supervisor
Technical Assistance and Coordination
Assist regional project program staff in performance improvement and quality assurance activities;
Work with other teams at the country office and regional level to improve knowledge management and learning activities;
Support the MEL team in the revision of monitoring, evaluation, and learning plan;
Closely works with program team federal and regional stakeholders to ensure data is well managed, the performance reporting system is functioning and well understood at all levels of the reporting hierarchy;
Education/Training and Work Experience
Master's Degree in Statistics, Monitoring and Evaluation, Public Health, Social Science, or equivalent education and 3 years relevant work experience.
BSc degree in Statistics, monitoring and evaluation, public health, social science or equivalent education and 5 years relevant work experience
Knowledge and experience in different database and statistical packages (DHIS2, SPSS, STATA, Epi Info, Microsoft Office applications)
Excellent interpersonal and communication skills
Strong written and communication skills in English and Amharic;
Unprecedented computer skills
Experience working in a team management approach
Ability to work effectively under pressure
Willing to work in regional project office locations
Passionate to travel and provide field-level technical assistance to frontline workers
