Job Description
Association of Pastoralist Community for Change (APCfC) is a local Non-Governmental Organization registered with Oromia Attorney General Bureau (OAGB) in accordance with the Oromia Regional State proclamation for Civil Society Organizations with a certificate No WB/03/0099.
APCfC is currently planning to commence execution of the project entitled Support to Communities affected by the prolonging impact of Drought in Dillo Woreda funded by DCA-Ethiopia in Dillo Woreda of Borena zone with aims to aims to provide cash assistance, promote survivor-led response initiatives, and strengthen Disaster Risk Reduction measures in the targeted area.
APCfC would like to employ an interested and qualified candidate for the vacant position. Therefore, qualified and interested individuals can apply for the following positions.
Position Description/Summary:
Under direct supervision of APCfC Field Project Coordinator, the purpose of Humanitarian Officer is to coordinate overall planning and implementation of the Project and mobilize and engage target Women and local community smooth delivery of the project in selected kebeles in Dillo Woreda, Borena zone.
Assist in the planning, coordination, and implementation of humanitarian activities in line with project objectives and implementation timelines.
Conduct assessments to identify the needs of communities affected by drought and other related disasters.
Strengthen compliant feedback mechanisms and ensure that Feedback and response mechanism is functional, and complaints are timely addressed to the satisfaction of beneficiaries and others.
Together with Government Lead community-based targeting and verification of the beneficiaries according to predetermined targeting criteria.
Develop a cash distribution plan, supervise, and evaluate the on-the-spot cash distribution process.
Support the design and delivery of cash transfer for affected communities.
Facilitate survivor-led response initiatives, ensuring the meaningful participation of affected individuals and communities.
Conduct Post Distribution Monitoring after each round of Cash transfer to beneficiaries.
Collaborate with local stakeholders, government agencies, and partner organizations to ensure effective project implementation.
Contribute to the development and implementation of Disaster Risk Reduction activities, including DRM and early warning structures revitalization, community awareness and capacity building activities.
Monitor and follow up implementation of project activities, ensuring adherence to set standards and timelines.
Prepare timely and accurate project reports, including progress updates, case studies, and lessons learned.

Terms of Employment: Nine months, Full time
Education Background and Experience:
Bachelor's degree in a relevant field such as Agri Economics, Project management, Rural Development, Disaster Risk reduction, climate change, International Relations, Development Studies, or a related discipline. A master’s degree is preferred.
A minimum of 3-5 years of professional experience facilitating multi-purpose Cash transfer, Survivor led Response and Disaster Riks reduction Projects and initiatives preferably in drought-affected areas or emergency contexts like Borena.
Additional training and proven abilities on cash-based programming and Voucher assistance and DRR is a plus.
Skills and Qualifications:
Strong knowledge and understanding of humanitarian principles, standards, and best practices.
Experience in Multi-purpose Cash transfer, survivor-led response initiatives, and Disaster Risk Reduction strategies.
Demonstrated skills in conducting assessments, PDM, data analysis, and reporting.
Proven ability to work effectively with diverse stakeholders, including local communities, government officials, and partner organizations.
Excellent written and verbal communication skills in English. Knowledge of Afan Oromo languages is a must.
Ability to work independently and as part of a team, in a fast-paced and challenging environment.
Willingness to travel to remote and drought-affected kebeles within Dillo Woreda as required.
