Background
Since the inception of IOM in 1951, Movement Operations have been and continue to be a Under the overall administrative supervision of the Head of Sub-offices in Moyale and direct supervision of National Project Officer (Community Stabilization); the successful candidate will be responsible and accountable for planning, implementation, and monitoring of key activities of the Korea International Cooperation Agency (KOICA)-funded project titled “Community-led Solution for Inclusive Socio-Economic Resilience towards Sustainable Peace in Conflict-Affected Areas in Ethiopia.” The project aims to enhance capacity of displacement-affected communities to identify and address their social cohesion and peacebuilding needs through gender-responsive community-based planning purposes and reduce conflict-related risks. It also aims to ensure enhanced economic status of vulnerable members of the displacement-affected communities through facilitated opportunities for on-farm and off-farm interventions and increased access to finance.
In so doing, the candidate will execute his/her duties in close coordination and collaboration with different stakeholders, partners, service providers and local authorities. The incumbent should be able to coordinate the work with local authorities and communities, implement activities timely and monitor activities to improve the quality. The incumbent is expected to frequently travel to the project implementation sites.
The successful candidate will be part of a dynamic team in an ever changing and diverse environment. S/he needs to be solution orientated, hands-on and a good motivator and communicator with people.
Core Functions / Responsibilities:
Assist in the implementation and monitoring of project activities encompassing social cohesion, agricultural and non-agricultural livelihoods.
Retrieve, compile, summarize, analyse, and present information/data on specific project topics.
Monitor budget, verify availability of funds; obtain necessary approval and update budget related information.
Act as focal point for administrative coordination of project implementation in the assigned duty base, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.
Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation.
Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions;
Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
Assist in monitoring work of implementing partners and report non-compliances to the supervisor.
Provides guidance/training to new/junior staff.
Perform other related duties as assigned.
Job Requirements
Required Qualifications and Experience
Educational Qualification
Bachelor’s Degree in Political, Social Sciences, International Relations, Development Studies, Sociology, Rural Development, Agriculture, Migration Studies, Human Rights or related fields from an accredited academic institution with three years of relevant professional experience
Experience
Practical experience in both agricultural and non-agricultural livelihood and peace building activities in remote areas:
Experience in mobilizing and engaging with local government and communities and in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Skills
Proven ability to transfer skills and knowledge in peace building and livelihoods (both agricultural and entrepreneurial) project intervention.
Proven ability to build synergies with government counterparts, relevant humanitarian partners, communities and coordination mechanisms.
Ability to work under minimal supervision with strong coordination skills strategies, encroaches and guidelines.
