Job Description

The overall objective of the Senior Program Officer is to support the IFIs Cooperation Division in managing the project life cycle of IFIs funded projects and programs, ensuring adherence to the government and IFIs standards, and reporting on achievements and challenges.

Duties and Responsibilities

The Senior Program Officer will support the IFICD head and senior staff in managing the portfolio of projects and programs financed by the IFIs and key responsibilities will include:

  • To Support in reviewing and providing feedback for project proposals, appraisals, implementation plans, progress reports, and completion reports. This involves participating in preparation and appraisal missions, country-donor strategy partnership process, and other relevant activities including reviewing various project documents and provide comments to ensure adequate preparation and advice.

  • To liaise with the IFIs and other stakeholders on project-related matters, such as monitoring the timely financial disbursement for projects and identifying those with low utilization and delayed financial disbursement to ensure close follow-up is made.

  • To follow-up on project performance and results, such as preparing periodic reports, assisting in coordinating the regular performance review missions and field visits to the project sites, identifying projects with significant implementation challenges, and bringing them to the attention of the head of the division.

  • To identify and resolve project issues and risks, such as assisting in reviewing and providing opinions on various requests from line ministries such as budget revision, reprogramming, closing time extension, bank account opening and closings and change of signatories’ notification, and other similar requests from implementing institutions; following up whether PforR projects DLIs are met on time.

  • Performs any other assignments given by the Head of the IFICD.

Required Skills

  • Experience in Project Management and/or with donors, especially International Financial Institutions, is an asset.

  • Strong analytical and problem-solving skills, as well as proficiency in Microsoft Office Applications.

  • Excellent English Language and Communication Skills. Knowledge of other foreign languages is an asset.

Job Requirement

  • Education Level: BA degree in Economics, Development Management, Business Administration, Project Management, Development Studies, Finance or any other related fields.

  • Work Experience: Minimum of 6 years of relevant work experience in the public sector with skills in planning, coordinating, monitoring, and reporting on projects, experience in project management and/or with donors, especially international Financial institutions, is an asset.

Salary:Negotiable based on the Government’s Salary Harmonization manual
