Job Description

The Emergency Preparedness and Response (EPR) Information Management Senior Officer is responsible to collect, structure, clean, analyze and produce reports from various project sources to be presented for decision making. The position will be the focal point for gathering actionable data within the EPR department, where information gaps exist, EPR Information Management Senior Officer may help setting up primary data collection systems and organize needs assessments, which may also involve other stakeholders working closely with the ERCS Emergency Operation Centre. 

About the Ethiopian Red Cross Society 

The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 12 Regional Offices, 34 Zonal Branches and 131  District/Woreda Branches, 599 Woreda Red Cross Committee  and 5871 Kebele Red Cross  committees.

ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

Duties and Responsibilities

  • Provide support, on specialized tools and guidance to the EPR Department to manage information regarding implementation and follow up of EPR operations in close coordination with the ERCS PMER Department.

  • Ensure the production of quality and up to date maps and other information management tools for the operation in coordination with partners for the emergency operation center and branch offices.

  • Support the function of an Emergency Operation Center by providing updated and quality information in a physical location for use by the inter-departmental team tasked with an operation.

  • Work closely with the project coordinators to ensure consistency and coherency of information collected from each project under disaster preparedness and response section

  • Regularly updated volunteers, members, BDRTs roaster on EOC system  and regularly updated resource mapping of the branch

  • Create regular reports and other information sharing tools using data collection tools such as KOBO. This responsibility involves gathering information from branches and partners, revising it and developing the final product in Publisher or another design tool.

  • Identify new information and data requirements to support operations and partners in the region, and provide emergency response information management support to ERCS.

  • Based on the disaster preparedness and response related information obtained from the field and other sources, producing and sharing if possible monthly or quarterly humanitarian situation update reports on regular basis with the Emergency Operations Centre.

  • Organize, when required, knowledge sharing events such as workshops, seminars, internally and among Movement partners, practitioners and policy makers.

  • Support the Communications & Resource Mobilization, Quality and Learning of ERCS with information relevant to their complementary activities in communicating about operations, sensitizing the public, drawing lessons about the operation results and raising additional funds.

  • Supporting communication and public diplomacy department in providing operation updates including photos and other relevant reports that will be posted on ERCS  websites

  • Develop and implement emergency information management policies and procedures.

  • Coordinate with other agencies and organizations to ensure effective information sharing during emergencies.

  • Manage the collection, analysis, and dissemination of emergency information to relevant stakeholders.

  • Oversee the maintenance and updating of emergency information systems and databases.

  • Provide training and guidance to staff on emergency information management protocols.

  • Monitor and evaluate the effectiveness of emergency information management activities.

  • Serve as a liaison between the emergency response team and external partners regarding information management.

  •  Collaborate with IT and communication teams to ensure the availability and security of emergency information systems.

  • Participate in emergency response exercises and drills to test information management processes.

  • Stay informed about emerging technologies like EOC (Emergency Operation center) and best practices in emergency information management.

 Terms of employment: - Contract for one year   

Job Requirements

Qualification Requirements: 

  • MA/BSC degree in Disaster Risk Management, Developmental studies, Information management, Statistics, Data science/Data Analytics, Geographic information system (GIS), Economics, Monitoring and Evaluation (M&E), Project Management, Food Security, Management Information System, monitoring and evaluation, Psychology, Social Science and related fields.

  • Related field with a minimum of 6/8 years’ experience..

Additional Skills

  • Experience working with a variety of different data systems and programs;

  • Experience in the creation of appropriate methodologies for the collection of both qualitative & quantitative data;

  • Experience working in a monitoring or reporting role; 

  • Solid data collection experience, analysis and collation ability for managing large datasets; 

  • Experience working with diverse teams remotely;

  • Work experience with other international organizations, large NGOs and/or governmental development agencies; 

  • Experience on project, finance and database management especially on detailed report writing for international agencies. 

  • Proficiency in analysis, interpretation and reporting of data from multiple sources to support decision making;

  • Demonstrated robust skills in MS Office suite of tools, especially Word, PowerPoint and Excel; Outlook

  • Ability to process large volumes of data to anticipate and identify key messages, lessons or gaps;

  • Effective and creative problem solving abilities, including the ability to solve complex problems;

  • Strong written and verbal communication skills in English is required

  • Versatility, judgment, maturity and the ability to work in a team;

  • Strong communications skills and robust knowledge of information sharing tools, and the ability to implement them.

  • Ability to multi-task and work under stressful conditions to meet deadlines.

  • Experience with the Red Cross/Red Crescent Movement

  • Work experience with other international organizations, large NGOs and/or governmental development agencies.

  • Fluently spoken and written English and Amharic

  • Both Disaster Risk management and IT background is highly recommended
