Job Description

The Finance and Administration Unit Head is responsible to plan, organize, direct, coordinate and supervise finance, personnel administration, general services and logistics of the Cluster Office.  She/he provides effective and efficient support and advice to the Cluster Office Coordination and other team members on organizational policy matters as required.

Duties and Responsibilities

Major Responsibility

Finance, Administration, Logistics and Procurement

  • Closely work with HO finance staff in budget development, spending, and forecasting

  • Develops mechanisms to ensure that operations of the project office are implemented in cost-effective manner;

  • Ensures that books of accounts are maintained, check, receipts and other financial documents are kept properly and that they are safeguarded against misuse;

  • Prepares the project office payroll and follows up that taxes, insurance payments and collection are handled on time;

  • Collects copies of bank statements from banks and reconcile them with the books of accounts;

  • Ensures that all payments are supported by adequate documents such as requisition, quotations, receipts, goods receiving note, memos and other important documents;

  • Ensure timely revision of the procurement plans and review procurement status weekly to closely monitor and accelerate procurement processes when needed.

  • Encourages team leadership with regular management meetings, promoting a participatory approach and proactive problem-solving.

  • Ensures that cluster office recruitment, promotion, transfer, staff benefits and other personnel issues are effected according to set out policies and procedures;

  • Keeps proper file for each cluster office staff and ensures that all necessary information of each staff is kept in the file;

  • Follows repair and maintenance and proper utilization of vehicle use at the Cluster Office.

  • Ensures that all items in the store are properly registered and kept;

  • Maintains fixed asset register of the FCO with necessary details and identification numbers.

Accountability to Participants and Stakeholders

HRA team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, and other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring, and evaluation of our field projects, giving due attention to the safeguarding and protection of vulnerable segments of society.

Reports Directly To: Regional HRA Program Coordinator

Works Directly With: HRA regional program team, Addis Ababa HRA team

Job Requirement

Qualification:  BA Degree in Accounting.

Experience: 4 years of relevant experience, preferably, in Civil Society Organizations/NGO environment.

  • Exposure to, and working understanding of PSNP and USAID (United States Agency for International Development) Food Security and Resilience programs.

  • Excellent partnership, communication skills and the ability to interact effectively with donors, collaborating agencies, local and government partners.

  • Excellent organizational and planning skills and ability to resolve problems constructively.

  • Computer literate, with strong knowledge of MS Office applications,
