Job Description

The Health, Safety and Environmental (HSE) Officer is responsible for identifying, assessing and advising on risks arising from the workplace or work processes, recommending measures to eliminate or minimize and control the risks and implementing the measures.

Duties and Responsibilities:

  • To support the Project OHSE Supervision and Management activities of the Department per the project deliverables defined within the contract and DAR OHSEMS.

  • Responsible for overseeing, implementing, monitoring and enforcing the OHSE Management System, including all documents and requirements listed within OHSEMS and other associated documents at the project level.

  • To promote a positive OHSE culture whereby OHSE is integrated throughout the project undertaking by discharging the duties as defined within the PMC OHSEMS.

  • To communicate OHSE policies, manuals and procedures to the staff and analyze all activities, identify all associated risks and ensure adequate control measures are in place to minimize their impacts on affected stakeholders.

  • To ensure environmental aspects and impact assessment is completed to minimize the impacts of our undertakings or on affected receptors.

  • Liaising with Contractors, Authorities and Clients whilst ensuring the Project deliverables for the execution of OHSE and performe diligently and systematically in respect of the set objectives.

  • Identify OHSE training needs and ensure to provide training in accordance with the approved training matrix, as a minimum.

  • Establish project OHSE committee involving a representative from all levels of DAR project staff and running meetings regularly at least quarterly.

  • Responsible for providing professional support and advice to the Project Management Team to fulfil the requirements of the PMC Department’s ISO 45001 and ISO 14001 certification standards.

  • To ensure OHSE concerns are addressed during the weekly and monthly inspections. Develop an action plan to close out DAR inspection and audit findings. Supporting 2nd party compliance, and external surveillance audits as may be required.

  • Advise the project management team on potential hazards and significant OHSE aspects of new work before commencement.

  • Provide management with monthly performance data and when necessary, monitoring and analysis of trends and statistics.

  • Prepare and submit the all DAR OHSE report to the PM and PMC 

Job Requirements

Requirement

  • Bachelor Degree in any engineering or science-based subject; or Diploma in HSE-related subject. 

  • Professional HSE qualification (NEBOSH / an NVQ Level 4 +) or a recognized equivalent (if a primary qualification is not HSE-related) 

  • >6 years of relevant HSE experience in the construction industry or substantial part thereof with explicit knowledge of construction processes, best practice standards required. 

  • Experience and knowledge of incident investigation and reporting. 

  • Evidence of continued professional development, further training. 

  • Proficiency in spoken and written English, confident with IT. 

  • Professional, consistent, and enthusiastic in approach. Able to work on their initiative and to given deadlines. Lead by personal example. 

  • Display integrity and credibility, self-confident and able to communicate with authority, awareness of personal weaknesses and limitations. 

  • Ability to build working relationships with Contractors and other stakeholders; able to develop and maintain trust and confidence 

  • Good communication, presentation and networking skills with the ability to persuade and influence. Able to adapt communication for all levels. 

  • Sound knowledge of local and international HSE legislation and industry best practice, being able to provide practical advice and recommendations based on experience. 

Additional Attributes 

  • Experience in HSE training is an advantage. 

  • Experience in dealing with local/statutory regulations. 

  • Experience of working in a multi-cultural environment with knowledge of local customs and traditions and how these may affect HSE performance. 

  • Additional complementary skills/training/experience are an advantage.

  • Fluent in English
