Job Description

The NSA Capacity Development Manager will be responsible to provide technical guidance on NSAs capacity building across the ECA project at national, regional and woreda and community levels. Under the direct supervision of the DCOP, s/he will lead the mapping of relevant NSAs for capacity building, develop standard operating procedures/protocols (SOPs), design capacity assessment tools (adapt existing PH tools), lead capacity assessments, develop tailored capacity development plan/strategy based on the outcome of the capacity assessment, coordinate with other technical team to ensure the delivery of targeted capacity development support, monitor jointly to measure capacity performance (develop performance measurement index). The incumbent will collaborate with ECA team from inception through working in close partnerships with local stakeholders including relevant ministries, NSAs, private sector, civil society organizations (CSOs), and communities, he/she will plan, implement and monitor the activities throughout the life of the program. This position holder will be transitioned to local partners in years 3-4.

 Project HOPE seeks an experienced Local Capacity Development Manager to build the advocacy capacity of the NSAs to ensure the health system is accountable, transparent and response to health need of community. The manager will ensure the NSA local capacity building (development) activities across the ECA project are aligned with the objectives both national/regional and local levels.

Background

Project HOPE is an international NGO of more than 500 engaged employees and hundreds of volunteers who work in more than 25 countries, responding to the world’s most pressing global health challenges.

Activity Overview

Empowered Communities Activity (ECA) is a four-year USAID funded activity implemented by Project HOPE led consortium that includes JSI, and seven (8) local implementing partners (LIPs) The activity covers five (5) geographic regions of Ethiopia; namely, Oromia, Amhara, Afar, South Ethiopia and central Ethiopia. The goal of this activity is to strengthen community systems and platforms to improve health and nutrition outcomes. It aims to improving community level health literacy and engagement, capacity strengthening of non-state actors (NSAs) and accountability systems as well as increasing service delivery through NSA managed health facilities.

 USAID ECA strives to achieve a higher level of engagement by the community whereby members develop influence and take ownership in the decision-making processes that can improve their own health status. This relies on a multifaceted approach to strengthened the advocacy capacity of NSA, private sector, civil society organizations (CSOs), Faith based Organization (FBO) and Community based Organization (CBO)  for social accountability, transparency & responsiveness of health system to respond to the need of the individual, families and community as per the agreed standards of health service.

Duties and Responsibilities:

 The NSA Local Capacity Development Manager is a full-time staff of Project HOPE, under the USAID Empowered Communities activity and the job holder will be in-charge of building the capacity of  the NSAs, private sectors, civil society organizations (CSOs), FBOs and CBOs planning, implementing and monitoring their activity related with  social accountability, transparency & responsiveness of health system to respond to the need of the individual, families and community as per the agreed standards of health services. S/he will be responsible for providing capacity development related support in the efficient and effective execution of project activities. In carrying out her/his responsibilities, S/he will develop the capacity development plan, manuals, modules as well as necessary training and learning materials to build the capacity of NSAs. S/he will work closely with ECA operations and program team at the national level and regional cluster/ implementation offices, government officials, private sector, non-government and civil society organizations. S/he will be overall responsible to implementation and success of capacity development programme of the project. S/he will have the following specific duties and responsibilities.

  • Conduct mapping of relevant NSAs to be targeted for capacity development and carryout advocacy capacity review in a participatory process with the engagement of relevant stakeholders to identify RMNCH strengths and challenges.

  • Lead the local capacity development support for NSAs to enhance their capacity for advocacy to improve the local health system accountability and responsiveness.

  • Develop / adapt NSA capacity assessment tools for advocacy capacity review, and techniques to monitoring  their performance capacity.

  • Based on the outcome of the capacity review, identify major capacity gaps and develop comprehensive capacity building strategy/plan for NSAs.

  • Develop capacity development materials including training manuals, modules, relevant guidelines including training and learning materials (flip chart, flash card, process card, booklet, handout and video learning aid etc)

  • Facilitate the NSA partnership building process with different stakeholders, local government and other implementing partners.

  • Design, plan and implement continuous NSA capacity building activities across the LOP.

  • Organize and conduct NSA organization on-site menitoring and coaching visit (include facilitating NSA to NSA learning platforms/community of practice sessions).

  • Provide orientation and guidance to ECA team members and ECA activity stakeholder on local capacity building for NSAs.

  • With the guidance from DCOP, undertake required preparation and manage the full range of field level capacity building trainings in close cooperation and coordination with local Government and relevant stakeholders.

  • Undertake periodic training impact assessment, retention rate etc. using internal resources and expertise for providing high quality advice to the project management in case of any changes required in capacity building interventions.

  • Coordinate and liaison the NSAs with different district, regional and federal sector offices.

  • Provide strategic directions and guidance to contracted NSA including CSOs, FBO, CBO private sectors for sound capacity building support.

  • Conduct quality assurance technical supports for ensuring the tools and techniques are followed properly at the field level

  • Develop ToR, concept note, note sheet, and organize and conduct workshops, training, seminar with various stakeholder including government official both at local and national level.

  • Document lesson learned and best practices on the NSA local capacity buildings development interventions.

  • Plan, organize and conduct consultation/orientation with various stakeholders.

  • Ensure effective implementation of capacity development interventions with the best uses of resources.

  • Travel to regions to support field program activities and capacity building efforts.

  • Work closely with other ECA team to ensure the overall project result is delivered.

  • Prepare and submit quarterly progressive report and annual and budget work plan  for local capacity and development activities.

  • Perform other functions assigned by the DCOP,COP and Country representative of Project HOPE.

Job Requirements

  • Master’s degree in health science, management, law/public administration or other social sciences or relevant discipline.

  • At least 7+ years professional experience in capacity development field, preferably in developing tools, standards, training manual, modules, curricula and training materials for the national/international development organizations.

  • Professional, intensive experience and hands on knowledge on broader capacity building, local governance, local justice and other relevant areas

  • Experience of conducting ToT, capacity training needs assessment along with facilitations skills and ability to independently prepare training report.

  •  Experience in programme design and implementation working on local Implementing partners/NSA capacity building activity or international donor supported programmes would be an advantage

  • Excellence in planning, organization, and supervision skills

  •  Ability to work as part of a team as well as independently, and to work collaboratively, with a flexible approach.

  •  Ability to work in complex environments, and work with and between different stakeholders, including civil society organizations, media actors, government institutions, private sector entities, practitioners, academics, and US Government agencies.

  • Experience working and maintaining good relations with host country government, donors, peer organizations, local partners, and other key stakeholders.

  •  A strong work ethic and an entrepreneurial spirit to accommodate multiple priorities.

  • Excellent track record of successful teamwork, good presentation/facilitation skills interpersonal and communication skills, including oral and written fluency in local language and English.

  • Experience in practical fieldwork and supervision skills and ability to travel to project operation sites nearly half (50%) of its time.
