Following a successful consortium lifesaving response (ECHO2.0), the HI has formed a new Consortium with HelpAge International, Rehabilitation and Development Organization, and FEAPD to work in Tigray and Amhara under DG ECHO’s HIP2024.
Under the supervision of the project manager, the MHPSS Officer/Counsellor is responsible for leading, initiating, ensuring, coordinating, and following up of all activities related to Mental Health Psychosocial Support (MHPSS) services (MHPSS risk identification and mitigation measures, capacity building, medical referral, mapping of service provider outside HI’s scope) to conflict, manmade and natural disaster affected people.
The position holder (MHPSS Officer) is expected to coordinate the MHPSS activities of the project in close collaboration among project partners, consortium members, internal referral of project beneficiaries as well as external referral for service outside the project scope and consortium partners.
Given the emergency nature of the programme and areas of intervention, the position holder will be expected to work outside the normal work hours. S/he will be based in the Tigray region one of the following woredas (Axum, Adwa, Shiraro, and Shire) with frequent (90%) travels to the field.
Project Implementation:
· Ensure quality and inclusive services are provided every day, especially to women, adolescents girls, and children;
· Ensure community mobilization and involvement of Persons with Specific Needs, especially persons with disabilities (including women and girls with disabilities) to attend small psychosocial events/activities;
· Support the design and implementation of inclusive PSS activities within IDPs and host communities to contribute to strengthening social, and emotional well-being and increase skills, knowledge, and participation (coping mechanisms, conflict management, self-confidence, resilience, and empowerment);
· Contribute to organizing specific inclusive activities between mother and their children to strengthen positive parenting skills and mother-to-mother group discussions including mothers of children with disabilities and conduct the sessions;
· Contribute to the design, planning, and implementation of Community PSS events in sites to raise awareness about the Rights of Persons with disabilities and ensure participation of persons with disabilities, other community members, actors, and representatives of the government;
· Assess the overall quality and accessibility of MHPSS services for persons with disabilities.
· Provide training (theoretical/practical) to the Psycho-social workers based on identified gaps to strengthen their capacity and hence, improving quality of the service.
· Adopting existing tools (identification tool, referral tool & Database), systems, and modalities of delivering the services for effective provision of MHPSS service to Persons with Specific Needs.
· Sources /tools that can be considered:
- Psychosocial assessment form,
- Beneficiary identification tool and referral,
- Beneficiary database,
- PSS manual and guideline revising/development,
- Developing SOP
Conduct field supervision visits to evaluate the impact of the HI services (training/coaching/guidelines) received by actors/staff;
Collect and produce testimonies, study cases as evidence and material of training;
Ensure proper documentation (pictures, field visit report, and data collection) of each one of the field supervision visit s/he conducted.
Contribute to the collection of disaggregated data for the MHPSS components of the projects through specific assessment tools. Collaborate closely with the Information Management team to ensure the data is correctly consolidated within a beneficiary database.
Quality M&E and Reporting
Ensure the high quality of activities implemented as indicated in the project proposal document.
Participate in regular monitoring, midterm, and final evaluation of the project in consultation of the project manager and project partners and documentation and dissemination of lessons learned and good practices to relevant bodies.
Work in close collaboration with the project manager and other project teams to monitor the project outcomes and results as per indicated performance indicators and contribute to the documentation of good practices
Implement the formalized tools and methods developed within the project framework.
· Ensure data are collected in a qualitative and effective way with the consent of the beneficiary and that appropriate tools and formats are filled properly;
· Ensure cases are well recorded through the database and other data collection methodologies (beneficiary’s files, …), updated every week and shared with the project manager when required, and data are disaggregated by age, gender, and disability when collecting and recording data in accordance of HI’s data protection and confidentiality protocols;
Coordination and Representation
· Ensure a good level of communication and leasing with partners, consortium members, OPDs as well as stakeholders operational in the project area, zonal and regional level working on Persons with Disabilities and rehabilitation.
· Up on delegation by the project manager, representing HI, and attending cluster meetings with NGOs and working Groups in Tigray regional state.
· In collaboration with the project manager, coordinates meetings to share lessons learned, experiences, and good practices of the project with partners, consortium members, government sector bureaus, and relevant NGOs and advocate/ for the rights and wellbeing of persons with disabilities.
The total positions available are four (4)
Qualification: Bachelor’s degree in Psychology from a recognized University with at least 5 years of MHPSS project implementation experience
· MHPSS experience in community setting in all IASC pyramids
· Willingness and ability to work in remote locations.
· Experience in capacity building of partners in the identification of persons with disabilities and referring them to service providers.
· Support service provider to the community-based organization as per signed MoU with the service providers.
· Resilient to stress
· Knowledge and skill of the local language (Tigrigna) is a MUST.
