IOM Ethiopia’s Protection Unit works closely with the Government of Ethiopia, and various stakeholders to contribute to addressing the needs, as well as to promote and uphold the rights of individuals and their communities.

Under the direct supervision of the Senior Programme Officer (Protection), and in close coordination with the Protection Programme Officers, and in close cooperation with all Protection and non-protection teams, the successful candidate will support the planning, implementing, coordinating and providing technical support for IOM Ethiopia’s disability inclusion programming, including development of DI workplans, monitoring and reporting, and strategy development.

In particular, he/she will undertake the following responsibilities and accountabilities

 Core Functions / Responsibilities:

 1.  Provide technical guidance to protection and non-protection teams on areas related to disability inclusion programming aspects including project activities, workplans, and budgets

2.  Provide technical support and guidance on DI to programme and support unit and help strengthen accessibility of existing and new IOM structures according to priorities identified at mission level.

3. Participate in and monitor capacity building activities to support PXU staff on DI initiatives, highlight good practices, ensure liaison with OPDs, and make recommendations on concrete steps to deliver on commitments at field level, identifying entry points to further inclusion programming

4. Establish DI focal points in the different sub-offices across Ethiopia to lead on local level inclusion efforts

 5. In close coordination with PX Programme Officers develop and facilitate capacity building initiatives on mainstreaming DI for IOM staff and implementing partners, including DI focal points 

 6.  Identify and liaise with key stakeholders, particularly Organizations of Persons with Disabilities (OPDs) with whom to conduct consultations. 

 7. Review relevant IOM materials, tools, practices, and policies, including any previous needs assessments conducted, to further build on the list of priority tools/resources needed for DI in IOM Ethiopia by programme units.  

 8. Encourage and support the standardization of disability inclusive monitoring, evaluation and reporting, including the collection of data disaggregated by disability.

 9. Provide technical assistance to research efforts on DI across IOM programming.

 10. Participate in the inter-agency task teams and other relevant working groups to contribute to thematic discussions and work on DI and to share information on good practices

 11.  Facilitate the mainstreaming of DI into the preparation of concept notes and proposals, as well as into regular internal and external project visibility documents focused on DI, in close coordination with relevant units, coordinating closely with the Senior Programme Officer (Protection) and Protection Programme Officers.

 12. Undertake duty travel to IOM field locations as required.

 13. Perform such other duties as may be assigned.

Job Requirements

Required Qualifications and Experience

Educational Qualification

 Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or,Master’s degree in the above-mentioned fields

Experience

·  Have experience and expertise in the field of disability inclusion.

·  Experience and updated knowledge in the field of research and needs assessment.

·  Experience in mediation and facilitation of groups, as well as leadership or facilitation of consultative processes including the facilitation of consultations online, using accessible technology.

·   Experience working on Protection programming and/or with vulnerable individuals or communities in an emergency or post-conflict environment.

 .  Excellent track record of effective working relationships with UN, government, and non-government partners and communities

·   Experience in project management, results-based management, and Monitoring, Evaluation, Accountability and Learning (MEAL) an asset.

·  Working experience in conflict and post-conflict areas an advantage

Skills

·   Excellent interpersonal, cross-cultural and diplomatic skills and the ability to lead and work collaboratively with a diverse team.

·   Sound knowledge of foundational concepts in relation to disability inclusion, protection and protection mainstreaming.

·    Knowledge of IASC cluster system and IASC Task Team on Disability inclusion in humanitarian action.

·     Ability to foster commitment and build capacity among activity staff and in-country actors on integration and empowerment, including training and workshop facilitation.

·     Ability to work under pressure and deliver within the timeframe

·     Solid reporting and organizational skills, and ability to be flexible and work well under pressure in a fast-paced and detail-oriented team environment.

·    Demonstrated proficiency with Microsoft Office applications, including Word, Excel, SharePoint, and PowerPoint.

·     Sound knowledge of Protection standards

Languages

·    Fluency in English (oral and written) and Amharic is required.

·    Working knowledge of other local language is desirable.
