Hamlin Fistula Ethiopia (HFE) is a world leading organization committed to the treatment and reintegration of patients suffering from Obstetric Fistula and the training and deployment of qualified midwives to prevent Obstetric Fistula and other childbirth injuries.

Hamlin Fistula Ethiopia, in collaboration with stakeholders, has implemented a program called Project Zero with the aim of eradicating obstetric fistula from Ethiopia. We already launched this program at some part of Oromia region.  We want also ensure this project in Tigray region, South Eastern Zone, Searti Woreda. The project work focus on identifying historic cases of obstetric fistula, and transferring to the Mekele Hamlin fistula treatment center for treatment. And continue to implement quality interventions for the prevention of new obstetric fistula cases by building the capacity of the midwives working in the region’s health facilities and improving the service rendered to all pregnant mothers. For the successful implementation of the program, HFE needs to employ experienced candidate to be part of the program's interventions, trainings, and mentorship in the areas as per the given job responsibilities.

Job Summary 

Reporting to the Project–Zero team leader. The M&E Officer will lead the design, implementation, and operation of project, M&E systems from project initiation to close out. She/he will oversee the monitoring, evaluation, analytics, and reporting of performance and results, providing regular project reports to the Program team Leader. She/he will provide technical leadership and supervise staff experts and oversee data management, analysis, and ongoing training to other staff who participates in the project. She/he will conduct regular project data analysis and identify methods to use results for program improvement. She/he will lead activity efforts to strengthen monitoring and evaluation and performance reporting within the geographic area of Activity. This position is contingent upon award.

Job Description

  •  Assisting the project team leader with development of the M&E Plan for the project, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans.

  •  Lead role in overseeing data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit worthy.

  • Responsible for supporting the preparation and review of program reports in collaboration with program staff.

  • Manage research activities of the cohort and ensure outcomes and lessons learned are integrated into the project and shared with relevant stakeholders.

  • Provide training and mentoring to partners and staff to ensure the implementation of strong M&E systems.

  • Design and manage monitoring and database systems.

  • Communicating with relevant partners (from multiple sites) on data management to support smooth data collection and transfer of information.

  • Keeping a log (mapping) of research activities undertaken. 

  • Supporting the coordination of data collection (tracking), including scheduling and undertaking field visits.

  • Performing quality checks on data, including data cleaning and verification of data

  • Managing research databases for the programs.

  • Processing data and providing information for reporting.      

  • Ensures consistency of information in different reports.

  • Does other work-related activities as assigned.

Job Requirements

Education Requirement

  • Master’s or Bachelor’s Degree in master’s degree or bachelor’s plus an advanced certificate in M&E are preferred.

Work Experience

  • Minimum of five years of professional experience in M&E position responsible for implementing M&E activities on development projects 

Key competencies and professional expertise required:

  • Excellent skill of computer software packages; previous experience with District Health Information System (DHIS) database packages preferred.

  • Fluent in English, Tigrigna, and Amharic languages and able to communicate with other local languages is preferred.  

  • Strong interpersonal, intercultural communication skills, able to work well both within a team and independently under stressful conditions.

  • Proven clinical experience, working in the delivery of maternal, and child health service.

  • Proven experience in developing and implementing service delivery protocols, norms and standards.
