Job Summary

The WGFS Project Manager will be stationed/based in Mekelle and will travel to the field frequently. The project manager will be responsible for managing, coordinating, and monitoring the GBV prevention and response program under the overall direction of the GBV and MHPSS Advisor and the direct supervision of the regional manager. The WGFS Project Manager collaborates with UNFPA and other UN agencies, government technical staff, stakeholders, and civil society organizations to ensure the successful execution of the UNFPA-funded WGFS project GBV prevention and response initiative.

Principal Responsibilities

⮚  Analyze GBV trends and create/adjust program strategies to fulfill needs.

⮚  Contribute to program design by writing concept notes and proposals. 

⮚  Provide technical assistance and carry out actions to meet project aims and objectives.

⮚  Conduct supportive field visits to field staff where programming is being implemented regularly to provide technical assistance, direction, and mentoring.

⮚  Lead meetings on research design and review to find areas for improvement and collaborate with consultants and staff to develop new approaches.

⮚  Lead the design, development, delivery, and facilitation of capacity-building workshops, training, and mentorship activities for GBV personnel, partners, and stakeholders.

⮚  Ensure that programming adheres to best practices by utilizing essential guidelines, learning materials, and resources, as well as actively researching and learning about these with the assistance of the FHE GBV and MHPSS Advisor.

⮚  Develop effective prevention and awareness-raising/behavior-change methods in collaboration with teams and communities.

⮚  Represent the project and FHE, as well as ensure the dissemination of evidence and learning to impact policy and practice.

⮚  Coordination with local and international NGOs, UN agencies, government, and other stakeholders to provide survivors with holistic care, including engagement in strengthening GBV SOPs and referral channels.

⮚  Participate actively in the protection/GBV working group, GBV AoR, and contribute to interagency initiatives, while also promoting FHE as a leader in GBV.

⮚ Ensures that adequate human resources, materials, and commodities are available and utilized;

⮚ Coordination of project plan preparation and timely submission to the appropriate body;

⮚ Plan and acquire supplies within program budgets in collaboration with Finance and Logistics.

⮚ Prepare a quarterly procurement plan and obtain clearance for timely material purchases. Display greater integrity when handling organizational resources.

⮚ Ensure that donor regulations are followed.

⮚ Develop, analyze, and monitor annual work and performance plans in collaboration with key project personnel to ensure long-term and short-term priorities, including risk management, are on track.

⮚ Consider the security implications of all program activities, and consult with program staff and community leaders on all new projects.

⮚ Ensures that all employee performance evaluation forms are completed and sent to the FH/E Head Office on time.

⮚ Propose project ideas for new ventures and get funding from various sources;

⮚ Oversee technical direction and project delivery to ensure that activities are within the performance framework and that all standard operating policies and procedures are followed.

⮚ Help protect employees by building and maintaining a work atmosphere that encourages teamwork, trust, and mutual respect while also empowering employees to take responsibility.

⮚ Cooperate with the Monitoring, Evaluation, and Learning department to ensure that all MEL techniques are consistent with the program framework, model, and guiding principles and that women and girls are at the center of all programming learning.

⮚  Ensure data and information collection throughout all programming areas.

⮚ Oversee is ethical, participatory, and honest through regular monitoring, review, and analysis of data and information, as well as check-in sessions with the Project team;

⮚ Prepare accurate internal and external reports within agreed-upon deadlines and against relevant indicators, as needed, using FHE and donor formats.

⮚  Through observation, interviews, and spot-checks, ensure that the staff planning process is gender sensitive.

⮚  Build a better gender balance in staffing through affirmative action.

⮚   Observe if women staff are as involved as men in high-profile activities such as interaction with visitors and chairing meetings, and take corrective action if warranted.

⮚   Encourage female staff to participate in external networks (local and regional), as well as seminars and cross-visits.

⮚   Facilitate open and regular discussions with staff about the work environment, policies, and values convenient to gender issues.

Safety & Security Responsibility

⮚        Encourages compliance with Safety and Security principles and policies of the organization by all staff;

⮚        Visiting project Offices and operational areas periodically to meet staff and making sure that all staff members are aware of the safety and security procedures;

⮚        Explains to staff the reasoning behind the organization’s safety and security policies and procedures

⮚        Organizing local training sessions, such as First Aid, Fire Safety, and Defensive Driving for staff members.  If possible, he/she should conduct briefing and training sessions himself/herself;

⮚        Ensures that safety and security objectives are added to performance reviews and evaluations of all staff members;

⮚        Encourages staff to adopt safe and secure practices. Ensuring that updated personnel information related to safety (Record of Emergency Data) and security management are kept in Human resources.

Experience

Minimum of 5 years of experience in similar intervention activities, and experience managing complex international donor-funded development. Prior experience in an International NGO setting is preferred. 

Education/Certifications

⮚  Advanced degree (master’s or doctorate) from an accredited university in Social Science or Community Development or a related discipline, international development, or related field; 

Distinguishing Competencies

⮚       Proactive personality & and self-initiative.

⮚       Computer literacy

Language

⮚       Proficiency in both spoken and written English. Knowledge of the local language of the intervention area is preferred.
