Under the supervision of the ECHO Project Manager, the Inclusive Humanitarian Action (IHA) & Humanitarian Mine Action (HMA) Project Officer is responsible for executing the community-based Explosive Ordnance Risk Education (EORE) and promoting Inclusive Humanitarian Action (IHA) project activities to conflict, manmade and natural disaster affected people and humanitarian actors operational in North West and Central Tigray regions.

The position holder, IHA & HMA Project Officer, is expected to community level facilitation of IHA & HMA Project activity implementation in close collaboration among project partners, consortium members, local authorities, and community representatives. 

Given the emergency nature of the programme and areas of intervention, the position holder will be expected to work outside the normal work hours

Missions/responsibilities

Project Implementation:

  • Collect contact details of local authorities, leaders, and others responsible in their area of operation;

Under Explosive Ordnance Risk Education (EORE)

·       Assist the ECHO 2.1 project manager in the planning of EORE tasks when required.

·       Identifying hazardous areas through interviews and observation using different tools.

·       Provide basic risk education to affected communities and recommend more advanced risk education intervention by the Risk Education team whenever needed.

·       Excellent in designing and adopting local EORE IEC materials based on the international Mine Action Standards (IMAS) considering the local context and culture.

·       Deliver EORE ToT to Community Focal Points (CFPs) and EORE assistants.

·       Conduct explosive ordnance risk education activities and sessions as required.

·       Deliver EORE training alongside other HI/HMA community activities, ensuring close coordination, collaboration, and programmatic synergies.

·       Be familiar with and follow all safety SOPs in HI Ethiopia and communicate any change in the security situation to the ECHO 2.1 project manager and HI Safety unit.

·       Establish and maintain working relations with local authorities and communities.

·       Carry out all other responsibilities in the approved EORE SOPs.

Under Inclusive Humanitarian Action (HIA)

·       Assess the context and current situation of the working area and situation of IDPs, returnees, and host community focusing on disability barriers.

·       Gather general disability and disability barriers-related information in the targeted areas including using the findings of the Bureau of Labour and Social Affairs and other organization assessment reports to make subsequent follow-ups on exclusion concerns;

·       Conduct disability barrier assessment in selected/sample project sites using Washington Group Questions, Focus Group Discussion and/or Key Informant Interviews, direct observations, etc) among the community to collect, identify the main barriers, and assess the current situation.

·       Use participatory tools and approaches in a manner that will not create risks for informants and the communities they represent and that are inclusive for persons with disabilities.

·       Ensure persons with disabilities are included when conducting FGDs/KIIs and information shared are inclusive and data quality activities (age, gender, and diversity approach).

·       In collaboration with the coordination office IHA advisor, organize trainings for project area government partners, CSOs, and humanitarian actors using training modules.

·       Report to the project manager on an agreed frequency

·       Comply with HI CoC (Code of Conduct)

Quality M&E and Reporting

  • Participate in regular monitoring, midterm, and final evaluation of the project in consultation with the project manager and project partners and documentation and dissemination of lessons learned and good practices to relevant bodies.

  • Work in close collaboration with the project manager, project community workers, and other project teams to monitor the project outcomes and results as per indicated performance indicators and contribute to the documentation of good practices

·       Ensure data are collected in a qualitative and effective way with the consent of the beneficiary and that appropriate tools and formats are filled properly;

Coordination and Representation

·       Ensure a good level of communication and leasing with partners, consortium members, OPDs as well as stakeholders operational in the project area, zonal and regional level working on Persons with Specific Needs (PSN)

·       Contribute to the development of projects related to EORE and Armed Violence reduction.

Job Requirements

Qualification: Degree in social science, humanitarian assistance, development, or similar from a recognized University with at least 5 years experience in delivering training.

·       Certificate/Accreditation of participation in an EORE (or similar) Training

·       Ability to manage sensitive and confidential information.

·       Experience in inclusive humanitarian action is an advantage

·       Previous experience in conducting interviews and surveys.

·       At least 3 years of proven experience in NTS and EORE implementation.

·       Fluency in English and Amharic

·       Excellent planning and organizational skills.

·       Excellent communication skills.

·       Excellent ability to work in a team

·       Resilient to stress

·       Good Knowledge of local communities in the Tigray region is an advantage.

·       Excellent Computer skills

·       Knowledge and skill of the local language (Tigrigna) is a MUST.
