TEAM/PROGRAMME: Child Protection  

LOCATION:  Gambella, Terkidi refugee Camp

GRADE:  4A

POST TYPE: National

Contract Length: One year with possibility of extension

 INTRODUCTION:

Save the Children International (SCI) is the world’s largest independent child rights development organization, making a difference to children’s lives in more than 100 countries. From emergency relief to long-term development, Save the Children secures a child’s right to development, survival, participation and protection. Save the Children was operated in Tierkidi camp since 2014, with a core focus on promoting equity in education and advancing children’s rights in accordance with the United Nation’s Convention on the Rights of the Child. Save the Children in Gambella field office have four (4) staff in Tierkidi camp. Save the Children Tierkidi camp (SCI Tierkidi camp) Programmatic goals focus on achieving improvements in the lives of Children in Tierkidi camp through effective Education, Health, Protection, Participation, Child Sensitive Livelihood and Disaster Risk Reduction (DRR) programming.

Child Safeguarding

ROLE PURPOSE:

Under the guidance and technical support of the CP & ECCE Manager, Camp Coordinator, CP project officer is responsible for working closely with community and government stakeholders. S/he is responsible for the effective, efficient, and quality implementation of child protection projects at Woreda level by engaging community, government, and other stakeholders. S/he works in establishing/strengthen community-based child protection mechanisms to prevent and protect children from HTP and other child protection risks. Also engages in reunification, best interest determination panel and other support activities to respond to the children's problems.   

SCOPE OF ROLE:

 Reports to: Camp coordinator and CP and Edu program manager.

 Dimensions:

 Staff directly reporting to this post: CFS Supervisor/incentive case workers

 KEY AREAS OF ACCOUNTABILITY:

Program Management

  • Assists the CP Project Manager in overseeing the planning, budgeting and implementation of CP projects.

  • Establish/strengthen community-based child protection mechanisms to prevent and protect children.

  • Identifies community-based child protection mechanisms capacity gaps and participates in building their capacity.

  • Facilitate and lead community awareness raising and sensitization programs to promote positive values of the society towards children.

  • Facilitate and lead the economic empowerment of families and their children. 

  • Facilitate and provide trainings, workshops for community members, and other stakeholders.

  • Lead and facilitate best interest determination (BID) panel to guarantee best interest of the children. 

  • Conduct family tracing and reunification for Tierkidi returned/IDPs declared/only for displaced and other children.  

  • Assist the CP Project manager in establishing/strengthening referral linkages.

  • Facilitate multi sectorial linkages at Woreda level to prevent, protect and respond to child protection risks.  

  • Identify, register and refer abused and exploited children for child protection services.

  • Work as a case manager or case management focal person at Woreda level.

  • Promote and improve quality service delivery to fulfil children right based on SCI vision, mission and values.

  • Work closely with Tierkidi camp relevant government offices, RRS, UNHCR and community-based child protection structures

  • Assists the CP Project manager & camp Coordinator in the preparation and compilation of monthly, quarterly, semi-annual and annual reports and for other SCI and donor compliances and requirements.

  • Document best practices of the project activities and share with relevant agencies.

  • Performs other related activities as assigned by his immediate supervisor.

Job Requirements

  • Bachelor’s degree in social work/social science and other related studies with three years of relevant experience.

  • Experience in promoting children’s participation in programming, project design, implementation and evaluation.

  • Applying relevant Child Protection in Emergencies (CPiE) and EiE (ECCE) standards to prevent protection related issues in emergency responses.

  • Fluency in English and Nuer language is an asset.

  • Ownership and accountability of one’s work and high levels of confidentiality and integrity (relating to both data and verbal communication).

  • Experience on gender and mainstreaming, GBV and case management.

  • Experience of humanitarian programs
