Job Title: Senior Capacity Development Expert

Duty Station      Addis Ababa with frequent travel to Amhara, Benishangule Gumuz, and Oromia Regional States.

Reports to:  Program Manager

Employment Term:  Two Years - with the possibility of extension  

Project Overview

Welthungerhilfe/WHH/ is seeking a Senior Capacity Development Expert for the Capacity Development Program for Local and Grassroots CSOs (CDP-Lg-CSOs) funded by the European Union Delegation to Ethiopia under the Civil Society Fund Plus (CSF +) Program for the period 2023-2028. The project aims to strengthen local CSOs in Ethiopia to become active actors in governance and development in Ethiopia by providing financial support, capacity building, technical assistance, and institutional support for the sustainability of CSOs.

The objective of the position  

The Senior Capacity Development Expert will play a key role in providing technical assistance and advisory support to local and grassroot CSOs participating in the Capacity Development Program for Local and Grass-root CSOs (CDP-Lg CSOs) 

The Senior Capacity Development Expert will work closely with project grantees, partners, and stakeholders to assess organizational needs, develop capacity-building plans, and provide targeted support including trainings, coaching, and mentoring to enhance the effectiveness and sustainability of CSOs.

He/she is responsible for the coordination, planning & implementation of different organizational capacity building activities together with the partner and WHH project staff assigned.

1.      Organizational Capacity Assessment: Conduct comprehensive assessments of participating CSOs to identify strengths, weaknesses, and capacity gaps in areas such as governance, management, financial sustainability, programmatic effectiveness, mainstreaming HRBA and advocacy.

2.      Capacity-Building Planning: Develop customized capacity-building plans for each CSO based on the findings of the organizational assessments, ensuring alignment with project objectives and donor requirements.

3.      Technical Assistance: Provide hands-on technical assistance, mentoring, and coaching to CSO staff and leadership on a wide range of organizational development topics, including strategic planning, resource mobilization, financial and grant management, monitoring and evaluation, and advocacy and other TOC areas.

4.      Training and Workshops: Facilitate training sessions, workshops, and peer learning forums for CSO staff and members on relevant topics related to organizational development, grants administration, governance, and program management.

5.      Institutional Strengthening: Support CSOs in developing and implementing policies, procedures, and systems to strengthen governance structures, improve internal controls, and enhance accountability and transparency.

6.      Networking and Collaboration: Facilitate networking opportunities, partnerships, and alliances among CSOs, government agencies, donors, and other stakeholders to promote collaboration, knowledge sharing, and collective action.

7.      Monitoring and Evaluation: Monitor the progress and impact of capacity-building activities, track performance indicators, and contribute to project reporting and documentation efforts.

8.      Knowledge Management: Document best practices, lessons learned, and success stories from capacity-building interventions and share them internally and externally to inform future programming and policy advocacy.

9.      Advocacy Support: Provide technical support to CSOs in developing and implementing advocacy strategies and campaigns to advance their organizational missions and policy priorities.

10.  Gender and Social Inclusion: Ensure that capacity-building interventions are gender-responsive and inclusive, mainstreaming gender equality and social inclusion considerations throughout the project cycle.

Job Requirements

  • Bachelor’s or master’s degree in organizational development, nonprofit management, international development, or a related field.

  • Proven expertise in conducting organizational assessments, developing capacity-building plans, and providing technical assistance to civil society organizations.

  • In-depth knowledge in the CSO sector CB/CD and an understanding of the various OCAT, TOCT and other impact and approach areas

  • Strong understanding of governance, management, financial sustainability, and programmatic effectiveness issues facing CSOs in Ethiopia.

  • Excellent facilitation, training, mentoring, and coaching skills, with the ability to work effectively with diverse stakeholders.

  • Knowledge of EU funding mechanisms, donor requirements, and project management principles is desirable.

  • Fluency in English is required; knowledge of local languages is an asset.

  • Commitment to the values of democracy, human rights, and social justice

Experience

Minimum of five years of experience working in organizational development, capacity building, or civil society strengthening initiatives.

Language

Excellent command of spoken and written English and Amharic.

Skills and Competencies 

  • Computer skills, Microsoft Office, Outlook, Word and Excel, Power Point, and Akvoflow.

  • Good knowledge, understanding and implementation of local and grass roots CSO capacity building and development support. 

  • Developing, adapting, and applying various OCAT and TOCAT

 Social Skill

  • Good communication skill with colleagues, partner, and stakeholder

  • Intercultural competency, motivated and willing to take the initiative(determination)

  • Willing to frequently travel to project sites.
