JOB SUMMARY
[Emergency Response Project specialist will facilitate and oversee the implementation of overall health and Cholera response intervention of planned project activities in the field site. Provides routine technical support for senior HER EHR officers and Cholera Surge Medical officers on the day-to-day implementation of Cholera response, treatment, prevention, and control services. He/she Oversees and manages the planned program implementation, budget management, coordination and communication, Reporting, M/E, Staff monitoring, and supervision. S/he will also closely work with field finance, logistics, and other program people for the successful implementation of Emergency Cholera response programs.

Program Implementation, Logistics, and budget management
· Oversee the planning and implementation of all project activities and set high quality performance targets ensuring adherence to technical standards, best practices and donor guidelines.
Ensure that the Emergency Cholera response interventions are properly implemented.
Ensure care standards and protocols are met. National health policies and strategies are respected and other relevant project management issues including donor requirements issues including donor requirement are properly addressed.
Provide technical leadership and guidance to the field team and government staff
As a lead technical person mentor, coach, and lead the technical competencies and capacity of field health staff.
Help in staff recruitment, training, performance monitoring, and HR management and ensure the standards and protocols are adhered to and implemented.
Review the program budget and ensure that there is a regular alignment of budget versus expenditures.
· Ensure staff compliance with all IMC administrative and operational procedures and policies, as well as applicable donor regulations.
Ensure strong communication and coordination with and between all project partners as a means to effectively achieve program objectives.
Ensure that the cholera response team respond rapidly to new cases of cholera by applying the established cholera reduction activities. Analyze and improve the response activities as necessary and in collaboration with the supervisor.
Ensure that field staff are fully trained in all aspects of the cholera response and provide on-job training as necessary to ensure that the program is able to rapidly adapt to new locations and approaches as necessary – particular emphasis on hygiene promotion communication and on technical requirements for chlorination are clear and respected.
Work with logistics for timely delivery of required medication, materials and equipment at targeted location.

Ensure smooth phase-out in each project area during the project phaseout period.
Support facilitation of review meeting to identify project gaps and successes.
Create smooth relation and collaboration with Government stakeholders.
Participate on joint supportive supervision by involving the key health partners at zonal and woreda level.
Represent IMC in any PHEM meeting organized at project site as per the need.
Prepare detailed implementation plan , Work plan and procurement plan.
Coordination and Communication
Maintain regular and strong communication with all stakeholders, Government, and partners as appropriate.
Ensure participation and representation of IMC in relevant coordination meetings.
Work closely with relevant support teams to ensure systems are in place that will enable timely receipt and distribution of all project materials and supplies.
Coordinate closely with the Cholera Task Force and any other national/sub-national fora for cholera coordination as necessary particularly the Health and WASH sectors. Ensure that cholera activities and results are up to date in the national reporting mechanism.
Reporting and M/E
Prepare updates and regular reports on cholera response project sites and review them and provide feedback.
Prepare high-level regular reports and updates.
Coordinate development of donor reports, M&E plan and work plans.
Support the filed staff in preparing reports and data flow mechanisms and ensure proper monitoring and evaluation of the projects against their objectives and expected results.
Supervision
Ensure annual performance planning and reviews of staff performance in keeping with IMC’s performance management system. Mentor staff to ensure high levels of motivation, commitment, capacity and teamwork.
Ensure staff compliance with all IMC administrative and operational procedures and policies, as well as applicable donor regulations.
Lead, manage and supervise staff to meet project objectives.
Evaluate, motivate and challenge staff to improve performance and overall commitment to project quality and innovation in line with the IMC Performance Planning System

MINIMUM REQUIREMENTS
Required Skills, Knowledge & Abilities
Ability to cope with stress; hardship; patience and flexibility.
Ability to effectively work with government, community leaders, international/national organizations, donors, partners and other International Medical Corps relationships.
Strong communication skills, with excellent written and spoken English. Advanced proficiency in the use of MS Office, Email and other computer applications
Able to establish and maintain healthy working relationships with colleagues in course of work.
Willingness to work additional hours in order to meet tight deadlines.
Strong organizational skills.
Ability and willingness to travel and work in rural areas where the project is implemented
Demonstrated experience and skills in responding any disease outbreaks.
QUALIFICATIONS: (Training/education/experience/physical demands required)
MPH with health background and have 2 years of related experience in NGOs
Bachelor degree in Public health/Nursing or related field of study with 4 years of experience in field.
Experience on emergency Cholera response program and emergency health response on major epidemic diseases surveillance and epidemic/outbreak investigation and response
Experience of facilitation of training review meetings and workshops
Experience on budget and manpower management
Excellent computer skills, including all Microsoft applications
Proficiency in written and spoken English
Ability to work independently and under tight deadlines.
Ability to develop good team spirit and support field staff
· Knowledge of the respective site language
