Job Description
Summary of major duties
Carry out budgetary and procurement planning, track budget uses, prepare financial reports, etc. for all Project activities;
Prepare partner financial reports on monthly, quarterly and other regular intervals according to Donors’ guidelines and within the time frame;
Supervise financial and admin officers and assistants in the facilitation of day-to-day operations, including tracking financial data, invoicing, payroll, etc.
Ensure all financial transactions, procurement and property administration, and internal audits comply with University and governmental financial rules and regulations;
Ensure that procurement and administration policies and procedures are adhered to and are compatible with Donors’ criteria;
Ensure that payments that the Project ought to pay are effected;
Reconcile income and expenditure of the Project on monthly basis;
Liaise with the University/College of Law and Governance Studies finance, procurement, property and human resource departments to facilitate the smooth and timely dispensation of Project’s payments and activities in these units;
Assist in facilitating the timely monitoring and evaluation of the project implementation.
Facilitate the timely procurement of goods, works or services that are necessary for the smooth running of Project;
Assist Project Coordinators, Faculty Advisors, Sub-Project Manager and other staff of the Project in matters of finance and administration;
Prepare the year-end financial statements for audit and to liaise with Auditors prior to sign-off;
Prepare and provide monthly budget status reports to the Project to the Lead Coordinator and others designated by him/her;
Keep complete records of all finance and procurement activities;
Carry-out other activities assigned by Sub-Project Coordinators, Managers, Advisors, and the Lead Coordinator;
Allocate 40 hours per week to perform activities related to the Project implementation;
Promote the values of the Project and the Employer including respect for human rights, gender equality, tolerance, transparency, and constructive engagement with all partners and stakeholders;
Perform other duties as may be required.
Qualification:
Minimum of First Degree in Accounting and Finance, Management or related field.
Master’s degree in accounting and finance and related field.
Experience in project finance, management and administration is required.
Work experience in finance and management in a university affiliated projects is a plus.
At least 5 years of relevant experience for MA and 8 years’ experience for BA degree holders.

For all professional positions, fluency in spoken and written English is required. For project sub-offices, speaking project area languages is a plus.
