INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. DRC Ethiopia began operations in 2009 and has been responding to the needs of refugees, Internally Displaced Persons (IDPs), and vulnerable host communities ever since. DRC Ethiopia currently has programs implemented through five area offices (AO) in Gambella, Tigray, Somali (Jijiga & Dollo Ado), and Afar regions, as well as its country office (CO) in Addis Ababa.

OVERALL PURPOSE OF THE ROLE:

The HINGO Group is an informal gathering of more than 80 International NGOs legally registered and operating in Ethiopia. Its role is to foster coordination and peer support but to also support a more effective and principled humanitarian response in the country. Through DRC as a hosting agency, the HINGO Group is recruiting a highly qualified Duty of Care Manager who will be responsible for:

  • Facilitation of collective HINGO coordination and work around Duty of Care towards humanitarian staff and staff well-being;

  • Monitoring the context of HINGO staff members’ well-being and its impact on the operational capacity and “do not harm obligations” of HINGOs;

  • Supporting HINGO Group members in their internal processes and approaches to staff well-being;

  • Coordinate and facilitate training on Duty of Care issues towards HINGO members and their partners;

  • Production of necessary tools as appropriate.

Geographic scope: Country (Ethiopia)

This role has a country focus and ensures compliance to HINGO Group and DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to HINGO members’ operations while overseeing country activities.

The position holder will work at the national level in Ethiopia, from Addis Ababa. Field travel to other parts of Ethiopia may be needed but on an exceptional basis

Responsibilities and tasks

Coordination and technical support:

  • Organize monthly meetings of the HINGO Duty of Care working group, prepare the agenda in coordination with the Leads, facilitate the sessions, prepare minutes and meeting reports, and follow up on action points.

  • Maintains and updates the mailing list, Signal group, and contact databases for the HINGO Duty of Care Working Group.

  • Identify priorities and technically assist the HINGO Secretariat and HINGO members in working on the Duty of Care towards humanitarian staff and staff well-being.

  • Keeps a record and analyses the work of local and national PSS service providers and works with HINGO members to improve said services.

Policy and Advocacy

  • Monitor the context of HINGO staff members’ well-being and its impact on the operational capacity and “do no harm obligations” of HINGOs.

  • Maintain an information flow with the ability to create context analysis documentation for HINGO members, but also external bodies such as donors or peer agencies.

  • When necessary, lead the development of guidelines and reports.

  • Act as an advocate for the dissemination of HINGO analyses and guidelines as well as their promotion within the humanitarian community.

Training and capacity building

  • Arrange, coordinate, and facilitate training/workshops for HINGO staff members and their partners both in Addis and the regions.

  • Coordinates with other training providers such as UN agencies, Clusters, HINGO members, or private entities to organize joint training and capacity-building initiatives.

External coordination and representation

  • Share relevant project information with stakeholders

  • Participate in relevant coordination meetings

Monitoring, reporting, and development

  • Write donor and management reports

  • Continuously update project documentation and files

  • Explore new businesses and partnerships.

  • Develop and undertake needs assessments to inform program design and strategic direction.

As a Specialist, the post-holder is responsible for the following

  • Responsible for providing specialized knowledge and operational know-how within a specific discipline

  • Present on Duty of Care matters in monthly HINGO Country Directors meetings.

  • Performs other duties as required.

Job Requirments

Experience and technical competencies: (include years of experience)

  • At least 5 years of experience in psychosocial work, mental health care, social work, or trauma counseling

  • Excellent knowledge and understanding of the Ethiopian context

  • Previous proven experience in case management, protection, and psychosocial support

  • Proven experience in a humanitarian context, preferably with an International NGO

  • Proven experience in coordination and NGO networking in a humanitarian context

  • Experience working with national partners, local/government authorities, and UN organizations

  • Ability to design, develop, and implement processes

  • Documented skills in project planning and design, drafting, calculation, and technical writing

  • Excellent skills in MS Word, Excel, and PowerPoint

  • Full professional proficiency in English (written and orally)

  • Full professional proficiency in Amharic (oral), and knowledge of other Ethiopian regional languages would be a plus.

EDUCATION: (include certificates, licenses, etc.)

Master's degree in social work, psychology, social sciences, or other relevant field.

LANGUAGE: (indicate fluency level)

Excellent verbal and written English and Amharic
