Job Description

Kurmuk Gold Mine Plc (KGM) is a subsidiary of Allied Gold Corp which is a global company. The parent company has different mine projects in Mali, cote d’Ivoire as well as Ethiopia. KGM is the owner of Ethiopian project with a Large-Scale Gold Mining License and three contiguous Exploration Licenses. All licenses are located in western Ethiopia approximately 750 km from Addis Ababa, or about 90 km north-west of Assosa town in Benishangul Gumuze Regional State.

KGM is using local and expat professionals, and foreign/local consultants to carry out all the exploration and mining activities. The company currently is looking for professionals in many disciplines to execute its operations diligently and to the international standard.

Overview:

As a key member of the security management team, the Site Security Manager (SSM) will oversee the prevention of loss to the company’s assets. The SSM leads and manages all security related activities, daily control and coordination of site physical and procedural security operations and infrastructure in support of project operations enabling the site to achieve operational goals and targets. Reporting to the site General Manager and functionally to the client’s SVP of Security, the SSM develops and maintains the appropriate tactics, techniques and procedures mitigating risk to site personnel, assets and operations. This position is the site subject matter expert on the voluntary principles on security and human rights (VPs / VPSHR) and the security aspects of the Responsible Gold Mining Principles (RGMP). .

Duties and Responsibilities

  • Development of detailed on-the-ground security procedures with emphasis on the Process Plant and Gold Room, and any associated processes involving Gold Bearing Material (GBM).

  • Liaise with his/her security management team and contractors to identify security requirements for existing and future activities and ensure sufficient measures are prepared and implemented.

  • Interface with public and private security entities in the area, as well as industry partners, in support of current operations and in preparation for future projects.

  • Development and implementation of technical and procedural security assets, infrastructure and programmes.

  • Security incident investigation.

  • Monitor and report all relevant security issues:

  • Conceptualise, implement and manage a system for security information and intelligence gathering in order to support client operations and planning.

  • Maintain database of local security information and incidents

  • Manage the production of daily reports on local security incidents and general security situation.

  • Understand, state, and implement Company security policies with reference to SOPs.

  • Emergency and Crisis Response:

  • Liaison with regional representatives of host nation government agencies, notably the police and military.

  • Liaise with Site departmental managers and corporate management to ensure implementation of evacuation and security-based business continuity.

  • Provide briefings and orientation to project personnel.

  • Project security administration for all security personnel.

  • Principal point of contact for security concerns and enquiries.

  • Develop and oversee the detailed security force orders for contracted security personnel. Quality control and oversight of security service and delivery on a daily basis. Assign objectives and KPIs in writing and monitor performance of subordinate staff on a quarterly basis. Full assessment of staff to be facilitated at year-end and summary results communicated to the SVP Security.

  • Journey management oversight for all project personnel travelling in the region.

  • Develop community relations with local villagers in association with the project social, health and environment specialists. Identify any potential or actual security risks and implement the necessary corrective measures.

  • Identify and implement task-specific training for all security personnel on site.

  • Financial Management.

  • Budgetary oversight of all security-related CAPEX and OPEX expenditure and planning.

Reports to: SVP Security

Employment condition: Full-time (Permanent after probation period).

Location/duty station: Benshangul Gumuz, Asosa Zone, Kurmuk Woreda Project Site - Fly In/Fly out roster (6/2weeks)

Job Requirements

Knowledge, Training & Experience Required

  • Must have excellent written and oral communication skills. Proficient in English. Strong report writing and presentation skills.

  • The SSM will be expected to possess and demonstrate and in-depth knowledge of and competence in the following:

  • Formulate, implement and lead the security aspects of a counter-ASM and illegal mining program in conjunction with site departmental managers and the corporate sustainability programme.

  • A degree or higher-level academic qualification in a security-based field is preferable although not essential. The Site Security Manager will require a high level of experience, practical ability and common sense in relation to the duties, responsibilities and competences defined above, preferably with a Military or police background with minimum 10+ years’, in addition to a minimum 10+ years’ experience in security at the management level in the private sector.

  • Act as the Responsible Gold Mining Principles (RGMP) lead for the site security department, managing assigned deliverables in accordance with implementation and audit requirements to include training for employed and contracted security service providers.

  • Act as the site security department lead for corporate-led VPSHR initiatives and inquiries, representing the department at site meetings and contributing as necessary to include delivering training programmes for employed and contracted security service providers.

  • The ability to carry out Security Risk Assessments and Physical and Procedural security assessments for residential, commercial, and industrial facilities.

Software/IT Skills:

  • Strong working knowledge and experience with physical security techniques, technologies, systems and components including but not limited to asset tracking, situational awareness, access controls, communications and CCTV systems.

  • Working knowledge of software programs that will facilitate the reporting and control aspects of the role (Word, Excel, Project, Pronto, Access)

Other Skills or Competencies:

  • Results oriented with strong interpersonal skills to influence & instil confidence cross-functionally and at all levels.

  • Enthusiasm for solving problems and implementing creative solutions by taking timely, decisive action based on available information.

  • Demonstrable senior management level experience in the security industry.

  • Extractive industry experience.

  • Have managed or owned a P&L.

  • Leadership and management skills with proven ability to motivate and empower team.

  • Must possess strong cultural sensitivity and be able to execute work successfully in a different culture
