Role Summary 

Through its Institutional Transformation Pillar, ACE collaborates with partners and provides tailored institutional capacity enhancement and human capital development services. These services are custom designed to augment the efficiency and effectiveness of public service delivery, thereby driving improved developmental outcomes. 

To this end, ACE Advisor has partnered with the Ministry of Health under the flagship project “Health Organization Capacity Strengthening Phase 2” aimed at providing technical support in the implementation of the Ministry’s institutional transformation drive. It focuses on strengthening institutional capacity to guide and oversee the implementation of the HSDIP, support ongoing civil service reform initiatives, reinforcing performance management routines and advance resource optimization and management for impact.

  ACE is therefore seeking to recruit a dynamic and experienced Resource Mobilization and Partnerships Associate –to play a crucial role in enhancing and advancing the MOH’s capabilities in securing sustainable financing and strengthening partnerships. This role involves exploring new funding sources, developing partnerships, and implementing strategies to support health initiatives.

The position is a fixed term contract for 12-month contract with the potential for extension.

Overall Objective and Responsibilities 

The Resource Mobilization and Partnerships Associate will lead an individual workstream/pillar that has been designed for the delivery of the project with the support of Off-site Advisors. She/he will play a pivotal role in supporting and reporting to the Delivery Health Systems Advisor in the establishment and implementation of a Sustainable Health Financing and Strengthening Public-Private Partnership Framework for the MoH, including instituting investment practices and supporting pilot initiatives. 

Roles & Responbilities 

1. Supporting in identification and mapping of private sector investments opportunities, potentials, and engagement modality 

  • Leading the assessments, gap analysis and opportunity mapping of private sector investment in health sector and Ethiopia specifically 

  • Conducting benchmarking studies of private sector investments in health and drawing insights for contextualization and application 

  • Analyze MOH potential areas for service outsourcing, identifying, and developing contracts with suitable providers.

  • Supporting and co-developing potential areas of private sector investments in Ethiopian health sector and mapping of potential partners.  

  • Supporting and collaborating in designing and integration of a monitoring and reporting framework template and cadence for tracking activities and initiatives.  

  • Coordinate and roll-out marketing activities on approved private sector partnerships strategy.

  • Support and engage in implementation of private sector engagement strategy in collaboration with focal team. 

2. Supporting in identification of resource diversification and mobilization strategies and partnerships coordination to support health initiatives. 

  • Explore new fundings sources and financial strategies including viable financing options and instruments to enhance health initiatives.  

  • Identify potential partnership opportunities and develop streamlined processes for initiating and managing partnerships.

  • Streamline coordination across development partners and the various MoH frameworks.

  • Support and collaborate in the design and role of an Information Management System to coordinate and align partners frameworks and interdepartmental efforts.  

3. Backstopping strategy and initiatives implementation efforts on resource mobilization and partnership coordination 

  • Collaborate and support Strategic Affairs office in developing tailored implementation plans for selected initiatives, outlining specific actions, timelines, and responsibilities. 

  • Facilitate workshops and discussions with key partners to gather insights and feedback, supporting the Strategic Affairs Office as needed. 

  • Supporting in developing and engaging private partnerships through approved engagement strategy. 

  • Collaborate with assigned team members in monitoring progress and addressing challenges during the implementation of initiatives, offering troubleshooting support and adapting strategies and tools as needed. 

  • Facilitate capacity building training and pilot program on strategy implementation and guidance for selected focal departments for private sector investment. 

Required Skills: 

  • Research and Analytics skills: Strong analytical, problem-solving, strategic planning and decision-making capabilities; ability to break-down and solve problems through quantitative thinking and analysis; solid data collection and analysis capabilities.  

  • Written and Presentation skills: Exceptional preparation of documents (word & PowerPoint) ensuring high-quality delivery and excellent presentation capability both for internal and external stakeholders, as required. 

  • Team Building skills: Strong team player with outstanding team management skills, and ability to work in a multi-disciplinary team environment. 

  • Impact and Resilience: adaptive and able to adjust to ever-changing circumstances with a passion for addressing economic and social challenges. 

  • Communication: ability to communicate effectively, both verbally and in writing, in English and Amharic fluently  

  • Stakeholder management skills: Excellent in building and managing diverse relationships, including the ability to navigate complex political environments along with experience in working with experts and senior management.  

Duration: 12 months with the possibility of extension  

Qualification:

  • Educational background in Governance, Public Policy, Health Financing, Development Management, and related fields 

  • At least 08 years (for Bachelor’s) or 05 years (for Master’s) of combined professional work experience

  • Experience in strategic planning, resource mobilization, partnerships development and reform implementations with public institutions and/or consulting firms with embedded government-advisory support. 

  • Knowledge of private sector investments, health financing and experience in resource mobilization and partnership building 

  • Demonstratable track record in client-facing roles in public sector contexts and experience in delivering results through organizational transformation. 

  • Attested performance in learning systems development and roll-out; capacity building, monitoring, and evaluation; and operational activities.  

  • Team leadership, program/project coordination/support type roles; within government experience working with Senior Management is an asset.
