Job description:

The Organization for welfare and Development in Action (OWDA) is seeking to hire an experienced Irrigation Engineer who will be based in Gode and East-may woredas of the Shebele Zone Somali Region. The Irrigation Engineer will be responsible for the implementation of Design, construction, installation, and operation management of irrigation sites, Dams, Ponds and etc.… while ensuring that the project deliverables are achieved. The Engineer will develop a detailed design of irrigation and drainage networks for selected irrigation methods as well as other NRM infrastructures. 

Main  Responsibilities 

  • Plan, design, and oversee construction of irrigation, small dams and pond sites in the projects and transporting and distributing water to agricultural lands.

  •  Direct, and supervise consultants conducting different assessment in the project target areas.

  • Construct irrigation systems as dams, ponds, canals, and ditches, according to type of soil, climatic characteristics, water supply, return flow, and other factors affecting irrigation requirements.

  • support the overall irrigation and drainage management component of the project.

  • Conduct research on problems of soil drainage and conservation, applying knowledge of civil engineering.

  • Provide technical guidance on engineering best practices for irrigation infrastructure design, construction, and management as relevant to the Iftiin Project.

  • Integrate sustainable water management and conservation approaches in irrigation infrastructure and engineering activities.

  • Supervise projects planning and design of irrigation infrastructure, which includes the following activities: (a) the preparation of basin management plans; (b) sub-project feasibility planning related to irrigation; (c) preliminary design of pilot sub-projects; and (d) the preparation of proposals to revise the design standards.

  •  Ensure that watershed and irrigation infrastructure surveys, supporting studies, due diligence assessments of the consultants, and other activities/outputs satisfy the environmental and contractual requirements of IFTIIN Project and the environmental and regulatory requirements of the Government. 

  • Review and put comments as necessary the Consultants assessment reports and project administration manual on (i) irrigated agriculture, and (ii) water supply.

  • Participate in assessment, design, implementation, monitoring and evaluation processes of the irrigation activities of the project.

  • Prepare and develop status reports as required by management.

  • Ensure proper recording and documentation of best practices and success stories.

  • Ensure that the project implemented according to original plan and project proposal.

  • Respond to queries, when necessary, by ensuring that the community accountability response mechanism (CARM) related with irrigation systems is functional and individual complaints are addressed.

  • Technical Skills, Experience & Knowledge 

  • The ideal candidate must at least hold a Bachelor’s Degree of Irrigation Engineering (emphasis in Landscape Irrigation / Horticulture) or related technical field.

  • Background in Irrigation development, with minimum of 4 years’ practical experience of humanitarian agencies working agricultural irrigations or related.

  • Familiarity with Irrigation, water harvesting technologies and pastoral livelihood context 

  • Ability to develop Irrigation infrastructure designs: This involves planning and designing irrigation systems tailored to specific landscapes, crops, and water sources. Assess factors like soil type, terrain, climate, and water availability to determine the most efficient and effective irrigation methods

  • Experience in implementing and managing irrigation systems to ensure efficient water usage in agricultural with context based. 

  • Experience in conducting site assessments, determining water requirements, designing irrigation systems, selecting appropriate equipment, overseeing installation. 

  • Experience in water resource management, environmental conservation, and sustainable water usage practices.

  • Proficiency in engineering software such as AutoCAD, GIS, and hydraulic modelling tools

  • Excellent (English) verbal and written communication skills.

  • Strong computer literacy with a full knowledge of office

  • Strong writing, communication, organization, prioritization and negotiating

  • Excellent teamwork abilities and interpersonal

  • Excellent attention to detail and ability to complete tasks in a timely
