Job Description

Brief description of the position’s role within the Project(s): The WASH  Officer is the field-level position for WASH Program who work emergency affected communities and IDPs’ in addressing with emergency WASH or any other emergency rapid response activities. The position spends 80% of his/her time in the field, identifying priority needs, target communities,  identify potential water supplies and sanitation infrastructures with communities, local government and other stakeholders in mobilizing the communities,  ensure the quality and quantity of the planned WASH activities to be delivered accordingly.

Over all, the scope of the position is to do proper WASH Response activities particularly the hardware part by using the project document, WASH cluster guidelines and SHEPHER standards that appropriate in the context of the emergency, actively participate in the WASH Cluster, involve in rapid assessments, rehabilitate water and sanitation facilities, target/verify/distribute the WASH NFI, in joint beneficiary selection/ verification, community mobilization, monitoring and evaluations  the project in the affected communities in BSG region of Debate and Bulan woreda in Metekel zone.

Position objectives: The main objective of WASH Officer: Engineer position is to successfully delivery the WASH activities planned in the project, ensure community mobilization and local coordination together with stakeholders and project staffs.   

SUMMARY OF DUTIES AND RESPONSIBILITIES:

Under the direct supervision of  Project Manager, with technical support from Country office Shelter and WASH Advisor and Manager, the WASH Officer is responsible for planning, implementation, monitoring and evaluation of Water supply and sanitation facilities of the project activities of the ZOA WASH in the emergency response for the target  of Debate and Bulan Woreda, BSG Regional State.  

DETAILED RESPONSIBILITIES AND TASKS:

Major/key responsibilities.  

Conduct rapid assessment, detail assessment, and feasibility assessments at targeted areas using ZOA’s rapid Assessment tools of WASH Project.

Prepare BOQ, design and specification for WASH facility/infrastructure  

Organize data and information, Prepare and maintain records, documents and control plans for the monitoring of projects/ program implementation.

Prepare bi-weekly and monthly implementation works plans and share updates.

Select proper sites, ensure the quality of WASH facilities to be rehabilitated/constructed, and follow up and ensure its utilization.

Supervise the implementation of the project following the established procedures and mechanisms for deployment of material to affected areas.

Work collaboration and coordination with Hygiene promotion officer, community and local partners in promotion of good hygiene practices using the WASH’Em approach.

Establish/activate and train water committees for water supply systems and rural communities on basic care and maintenance of water schemes and facilitate the water scheme managements and water tariff sets as per the WASH co guideline.

Monitor and ensure proper management by water committees in Operation and maintenance.

Conduct water schemes disinfection, water quality tasting and sanitary survey.

Prepare super vision check list, Organize and facilitate different monitoring and site supervisions.  

Collect the beneficiary data, keep properly with data protection protocol and list the list of WASH NFI beneficiaries.  

Revitalize or establish the WUAs, WASH co and O&M team to ensure the water schemes provide service in sustainable manner.

Provide the technical supports, capacitate and build team work with the community facilitators.

Work closely with the WASH cluster, Woreda and Zonal Water Offices as well as the region.

Supervise all contracted activities under the project

Prepare monthly report and Submit to supervisor and technical team

Take any additional responsibilities as requested his/her supervisor or by ZOA

Professional Standards: All ZOA staff are required to adhere to the ZOA Integrity frame work  and the ZOA country employment policies.

Job Requirements

Degree or above in Civil, Water supply engineering and Water resource and hydraulic engineering.

At least 3 years of experience for Degree in managing from big to small scale water supply system schemes, sanitation facilities design in the rural community and having good knowledge of emergency project management. NGO experience with emergency is preferred.

Experience of emergency WASH in the area will be an advantageous.

Good command of both spoken and written English and Amharic is a must and other local language an asset.

Other Requirements

Basic computer skills (office), Microsoft office, Excel, word

Experience of data analysis software (Arc GIS and SPSS) is an asset

Experience of Engineering Software such Watercad, Epanet and Auto CAD etc)

Knowledge of domestic water supply system hydraulic design

Ability to work as part of a team as well as to work autonomously when required.

Experience of community mobilization, training facilitation is an asset.

Good in team work, ability to work in hard to reach area and in high work load.
