Job Description
Chemonics International seeks experienced professionals for the USAID-funded Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM Ethiopia served as the primary vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of the supply chain, and collaborate with key international stakeholders to support global and local health initiatives. The Short-term Finance Specialist is responsible for all financial transactions are in accordance with Chemonics financial policies and procedures of the GHSC-PSM project in Ethiopia. Short-term Finance Specialist
The Global Health Supply Chain – Procurement and Supply Management Ethiopia GHSC-PSM
Background
The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSCPSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
Global Commodity Procurement and Logistics
Systems Strengthening Technical Assistance
Global Collaboration to Improve Long-Term Availability of Health Commodities
Purpose
The Finance Specialist ensures that all financial transactions are in accordance with Chemonics financial policies and procedures. He/she ensures that all payments/disbursements, accounting and financial records are made in accordance with the Generally Accepted Accounting Principles and Chemonics policies and regulations and donor (USAID) rules and regulations. He/She must demonstrate the ability to use sound business judgment in assuring that all records to the financial system are accurate and necessary for the operations of Chemonics/PSM project. He/she makes sure that all government taxes and other obligations are deducted and paid on time. He/she is also responsible in supervising, coaching and guiding the work of Finance Assistant
As a Finance Specialist for the GHSC-PSM Ethiopia Program, the employee is responsible for the following principal duties and responsibilities:
Monitoring and analyzing employee & other advance accounts will be settled within the maximum of given dates before processing any additional advance requests.
Follow and ensure the Aging summary monthly.
Ensure that all expenses and advances are supported by appropriate documentation as required by Chemonics policy and donor regulations and are allocated to the appropriate budget category.
Prepare monthly payroll after ensuring all relevant documentation as per Chemonics policy and local tax law.
Review government payables (such as withholding tax, income tax, and pension and provident fund payables), and make sure that such payables are paid on time to the appropriate authority.
Handel a monthly VAT report using a standard format and submit to USAID and Ethiopian revenue and custom authority.
Monthly bank reconciliation preparation required.
In collaboration with team leaders, prepare monthly fund request.
Supervise, coach and guide Finance Officers and Finance Assistants
Assist the Finance Manager in preparing all required documents.
Perform other duties which are in line with the scope of the position as assigned by the immediate supervisor.
Level of Effort and Location
This short-term position will be based in Addis Ababa, Ethiopia.
Duration of assignment
October 31, 2024, with possibility of extension based on performance and funds availability
Supervision
The Finance Specialist will report to the GHSC-PSM Finance Manager and will be supervised and evaluated by the GHSC-PSM Finance Manager
Qualifications:
University degree in accounting or related field from recognized institution.
Minimum of 5 years of relevant work experience
Good knowledge in USAID rules and regulations, experience in international NGO preferred.
Excellent interpersonal skills; demonstrated ability to interact professionally with culturally diverse staff, clients, and consultants.
Ability to work independently, take initiative and ability to meet deadlines with attention to detail and quality.
English and Amharic fluency including business terminology required.
Demonstrated intermediate computer skills in Microsoft Office Suite applications, and in accounting software. Knowledge on ABACUS system is preferred.
