JOB DESCRIPTION
NORCAP in cooperation with the African Union (AU) is recruiting for a Senior Project Management Officer for an initial period of one (1) year, the first three (3) months of which shall be on probation. The assigned location will be Addis Ababa, Ethiopia. The Senior Project Management Officer will report directly to the Director of Health and Humanitarian Affairs and will be responsible for developing resource mobilization projects within the framework of the Health and Humanitarian Affairs Department's activities, including the operationalization of the African Humanitarian Agency, AfHA.

The African Union (AU), established in 2002 as a unique Pan-African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion, and cooperation among the peoples of Africa and African States as well as fostering international cooperation. Its Headquarters is located in Addis Ababa, Ethiopia.

Provide technical and intellectual support in the project management-related tasks of the directorate.
Identify best practices and monitor the effectiveness of the directorate, with the frame of the working procedures and rules.
Assist in the development of strategies and business continuity plans and participate in/ensure their implementation.
Foster and ensure implementation of initiatives related to area of specialization.
Assist in the organization of thematic networks, consultations, and meetings on development cooperation and international relations.
Develop materials and provide necessary training and support to Organization Units as required.
Provide technical guidance on matters relating to system review and implementation projects in area of specialization, as required.
Specific Responsibilities
Under the supervision of the Director of Health and Humanitarian Affairs, the Project Manager is responsible for:
Carry out an in-depth analysis of humanitarian needs in Africa, taking into account demographics, health indicators, socio-economic factors, and specific vulnerabilities.
Propose activities to meet humanitarian needs in Africa.
Identify potential partners likely to support the activities of the Health and Humanitarian Affairs Department, including the operationalization of the African Humanitarian Agency, AfHA.
Support the Director in establishing strategic partnerships with humanitarian organizations, government agencies, academic institutions, and other key players to enhance project relevance and sustainability.
Prepare presentations and communication material to promote the designed Projects to Partners.
Support the Director in the submission of projects.
Monitor each project submitted until the expected results are achieved.
Academic and Work Experience Requirements
Education:
Advanced Masters degree in public health, social sciences, international development, public policy or related field.
Additional training in project management or humanitarian financing would be highly preferred.
Language:
Fluency in English and French is a requirement.
Knowledge of another language of the African Union Commission is an asset.
Work Experience:
At least seven years (7) of professional experience in the design, management, and/or evaluation of humanitarian/health or development projects, preferably in Africa.
Experience in designing and coordinating projects in multi-stakeholder environments, preferably on humanitarian or health-related issues.
Experience in the use of computer and office application software (MS Word, Excel, etc.) and in-depth knowledge of spreadsheets and databases.
Experience working with the African Union Commission would be considered an asset.
Skills and Competencies Requirements

Ability to conduct strategic planning, results-based management, and reporting;
Ability to lead the follow-up of management projects
In-depth knowledge of humanitarian principles, international normative frameworks, and best practices in health and humanitarian affairs in Africa.
Excellent analytical and research skills, with a demonstrated ability to collect, analyze, and interpret complex data.
Strong written and oral communication skills, in French and English, with proven ability to draft projects, funding proposals, and other technical documents.
Proven ability to work independently and as part of a team, with a results orientation and ability to meet tight deadlines.
Ability to establish effective working relationships in a multicultural team environment.
Tenure of Appointment
The appointment shall be for an initial period of one (1) year, the first three (3) months of which shall be on probation. It shall be renewable subject to performance and availability of funds.

The salary attached to the position is set at P3 Step 5 inclusive of all allowances for internationally recruited staff.
