CRS Background:
Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. CRS works to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion or nationality. CRS’ relief and development work is accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance and peacebuilding. CRS is leading the Joint Emergency Operation Program (JEOP), which is an emergency food assistance program targeting transitory food insecure households. JEOP provides emergency food assistance to disaster affected populations enabling participants to have physical, social, and economic access to sufficient, safe, nutritious food to meet their dietary needs. The JEOP consortium includes CARE Ethiopia, FH Ethiopia (FHE), ORDA Ethiopia, Relief Society of Tigray (REST), GOAL, World Vision (WV), Hararghe Catholic Secretariat (HCS) and Meki Catholic Secretariat (MCS). Technical partners include John Hopkins University (JHU) and Project Balance (PB).
Job Title: Human Resources Officer – Talent Acquisition

Job Summary:
You will help coordinate and support the execution of the Country Program (CP) HR Talent Acquisition strategy and operational plans in support of high-quality programs serving the poor and vulnerable. You will provide responsive, high-quality service to address HR programs, services and operations needs in all the areas of recruitment and selection, onboarding and offboarding, employee transitions, policies, HR reporting and employment records management.
Roles and Key Responsibilities:
In coordination and consultation with the Sr. HR Officer – Talent Acquisition, assist in development and implementation of talent acquisition strategies which consider current, planned, and potential staffing requirements.
Develop and maintain strategic relationships with respective hiring managers, liaising with them to manage and ensure recruitment and selection processes aligned with the HR hiring strategy.
Advise and support hiring managers in conducting strategic and insightful interviews in compliance with policy, local regulations and best practices.
Coordinate and support HR processes, activities and service delivery in sub offices including field visits to ensure timely responses to recruitment needs to promote HR partnership between sub offices and the main office.
Work with compensation unit to present total compensation offers that are compelling and compliant.
Coordinate and facilitate new hire orientation sessions and onboarding. Track probation end dates and facilitate communication of outcomes.
Provide input on HR processes and policies and participate in the review and update of various systems, manuals, guidelines and tools.
Ensure up to date recruitment and employment contract tracking including separations. As required, generate reports on HR related data, metrics and trends on quarterly basis to support in decision-making.
Provide back-up support for HR team in performance of HR generalist duties.
Required Qualifications and Experience:
· Bachelor’s Degree in Social Sciences, HR Management, Business Administration strongly preferred or equivalent relevant experience with completion of HR certification or courses.
· Minimum three years’ work experience in HR, preferably with an International or local NGO and good knowledge or HR best practices and standards.
· Experience with and knowledge of employment laws, regulations, policies, principles, concepts and practices. Good understanding of the local labour law.
· Experience using MS Windows AND MS Office Packages (Excel, Word, PowerPoint), Web Conferencing Applications, HRIS.
· Supervisory experience would be a plus.

Required Languages: English
Travel Required:
Up to 25% of the time to field offices.
