FHI 360’s Crisis Response team has been responding to the humanitarian emergency in Northern Ethiopia through an integrated health, nutrition, WASH, and Protection project to meet the critical needs of the conflict-affected population. FHI 360 aims to expand its reach to the Somali Region in Eastern Ethiopia to meet the immediate needs of the drought-affected population and will be implementing integrated humanitarian programming with the Ethiopia-based national organization, Pastoralist Concern (PC).
POSITION OVERVIEW
Under the supervision of the MEAL Coordinator, the Senior MEAL Officer assumes responsibility for providing technical support and leading FHI 360's MEAL activities in the Somali region, specifically in Filtu. This entails supporting the Program team and sub-awardee partner in Monitoring, Evaluation, Accountability, and Learning initiatives for an integrated Health, Nutrition, WASH, and Protection project in Eastern Ethiopia. Collaborating with various stakeholders in the region, including other implementing partners and government bureaus/departments, he/she will ensure that MEAL activities align with the donor and project's MEAL requirements. Additionally, the Senior MEAL Officer will guide in establishing and maintaining the minimum standards of the MEAL department, while also collaborating with other sectors and implementing partners to deliver MEAL support. He/she will also support the design and utilization of appropriate MEAL systems and tools, conducting diverse surveys, assessments, and post-distribution monitoring, monitoring project progress and outcomes continuously, preparing progress and MEAL assessment reports, and documenting experiences, best practices, and lessons learned. Based in Filtu, this duty station has been designated as high-risk and poses a heightened risk or direct threat to personal safety. Assist the MEAL Coordinator in designing and implementing robust MEAL systems for project activities in the Somali region, encompassing the MEAL framework (including ITT, output tracker, MEAL plan, and DIP), as well as related MEAL tools and database development.
Proactively take charge of or contribute to the development and maintenance of suitable databases to accurately track data collected from various interventions across program activities.
Supervise and support MEAL and program field staff in effectively implementing the MEAL framework and tools, ensuring the availability of quality and consistent information on project performance and impact.
Conduct regular joint field visits to monitor project implementation, identify challenges, and capture success stories.
Lead or support baseline and end-line survey studies, post-distribution monitoring, satisfaction surveys, rapid needs assessments, and other regular needs/gaps assessments to continually gather information and track developments.
Regularly collect, compile, and verify various reports (monthly, quarterly, and annually) from operational/field locations, ensuring consistency between narrative and quantitative program data, compiling quantitative program data, and entering data into the Program database.
Ensure proper data security and protection systems in the ISHI-E III project; guide MEAL officers and program teams on backing up project data in OneDrive, SharePoint, and hard copy documents in lockable file cabinets.
Collaborate with the MEAL team, Program team, and sub-awardee partners to ensure the functionality and accessibility of appropriate community feedback mechanisms, welcoming and addressing feedback and complaints effectively.
Monitor the functionality of Community Feedback Mechanism (CFM) tools and channels in FHI 360 intervention sites in the Somali region, ensuring that CFM information, education, and communication materials are readily available and visible in the community and project sites.
Facilitate quarterly program review meetings and reflections with staff, sub-awardees, and stakeholders to demonstrate progress against program objectives and targets.
Organize relevant training and capacity-building events for MEAL staff, program personnel, volunteers, government counterparts, stakeholders, sub-awardees, and CFM focal point partners to fulfill project MEAL requirements effectively.
Provide technical guidance to project teams, partners, and sub-awardees on the development and utilization of monitoring tools, as well as reporting program progress; offer technical leadership for all MEAL activities within the project.
Undertake additional tasks assigned by his/her supervisor.
DESIRED QUALIFICATIONS
Education:
Bachelors in Statistics, Economics, Sociology, Social Work, Public Health, Nutrition, Project Management, M&E or relevant discipline;
Master in a relevant discipline is an added advantage
Experience:
At least 5-7 years of proven experience in the Monitoring, Evaluation, Learning, and Accountability of humanitarian or development programs;
Strong knowledge of ICT applications and development – especially spreadsheets, and databases, and familiarity with associated web-based platforms and mobile applications.
Demonstrated skills in digital data collection tools such as Kobo toolbox, ODK, and other data collection tools;
Strong experience with quantitative and qualitative data collection and data management systems and tools and practical skills in SPSS, STATA, etc.
Strong experience with health, nutrition, protection, and WASH programming;
Demonstrated local knowledge and experience
Good understanding of the UN Cluster System; international and national minimum standards of services in humanitarian settings;
Driven and able to balance multiple tasks, and commitments, and to work flexibly in a team;
Passionate about humanitarian work and assistance;
Strong oral and written communication in English and local language required;
Typical Physical Demands:
Typical office environment.
Ability to spend long hours looking at computer screens and doing repetitive work on a keyboard.
Ability to sit and stand for extended periods.
Technology to be Used:
Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.
Travel Requirements:
10% - 25%
