Job Description:

The Project Officer Conducts regular live food distribution observations to monitor compliance of the food distribution process to the donor (WFP) agreed standards. Based on monitoring findings and observations, continuously work with field-level staff to attain a higher and full level of compliance.

Monitoring, Evaluation, Accountability, and Learning

  • Support the MEAL department in developing M&E plans and ensure that only the minimum amount of information necessary and useful for project monitoring, and evaluation (ME) will be collected

  • Assist the MEAL department in following up on decisions and recommendations made and ensuring capacity building for implementation of the monitoring systems.

  • Assist in setting up monitoring systems to track project performance and changes in food and nutritional status according to set international humanitarian standards.

  • Organize together with the MEAL and Programme Team and conduct onsite monitoring distribution monitoring, food basket monitoring, post-distribution monitoring, program accountability framework (PAF) assessments, as well as other multiagency joint monitoring exercises.

  • Provide adequate coordination for baseline training, data collection, and mid-term and final evaluations, in close collaboration with MEAL and the Programme Team, as well as with other external partners.

  • Conduct spot checks for compliance with food assistance standards, processes, procedures, and documentation and liaise with the MEAL and Programme Team to close gaps and promote continuous improvement. Strengthen the monitoring and evaluation activities via training/capacity-building activities.

  • Assist in organizing technical training including sampling, questionnaire design, participatory techniques for data collection, analysis of data, and reporting.

  • Support the MEAL department in undertaking Humanitarian Accountability assessments; check with communities how they would like to receive information, including format, timing, location, language, etc.

  • Support staff to implement information provision guidelines.

  • Ensure implementation of feedback and complaints mechanisms.

  • Conduct regular commodity end-use checks in its designated woredas after the completion of each food distribution round to check and verify beneficiaries have received their entitlements as per the determined rations sizes and verify other relevant information on WFP food beneficiaries.

  • Undertake regular warehouse inspection in its designated WFP target woredas secondary warehouses to check and ensure a higher level of Compliance with donor and Consortium level standards in warehouse management.

  • Prepare progress reports of the Programme & findings from monthly monitoring evaluations, monitoring reports, and surveys Review relevant food transaction documents to check and provide feedback on the practice of standard recording and documentation and reconciliation between different commodity transaction recording documents.

  • Check and ensure that control procedures are adequate at each stage of WFP food handling and distribution process to prevent corruption and misappropriation

Required Professional Experience:

  • 3 years experience on food assistance projects is a must

Required Education, training, license, registration, and certification

  • BA Development Studies, Agriculture, Economics, and other related fields.

Preferred Knowledge and Qualifications

  • Ability to perform field assignments and willingness to travel for long periods in difficult terrain, and harsh and demanding conditions.

  • Computer literacy is an added advantage.

Travel and/or Work Environment Requirement

  • Periodic travel to the field and FDPS in the Gambella region
