This position is a managerial position in IMC Ethiopia field office, and the position holder will work under the direction and support of the Harerghe Field Office Manager and also close follow up and technical support from senior health program manager at the country office. The position holder is responsible to lead, manage and coordinate the planning, implementation and evaluation processes of mental health and psychosocial support (MHPSS) programs of International Medical Corps in Harerghe South Sudanese refugee camps. S/He will represent IMC in Harerghe and all refugee camps for the mental health and psychosocial support interventions.
Essential Job Duties and responsibilities/Scope of Work:
1. Support for Program Development
o Regularly assess new developments and needs in Harerghe during field visits including new gaps and potential areas of intervention in Mental Health and Psychosocial support interventions.
o Assist the Harerghe field office program manager to identify potential areas for new projects and to prepare concept notes and project proposals (in collaboration with Addis level technical managers)
2. Program Implementation, logistics and budget management
o Ensure that the MHPSS interventions are appropriately integrated in the refugee camps.
o Ensure IMC MHPSS care standards and protocols are met, national health policies and strategies are respected and other relevant project management issues including donor requirements are properly addressed.
o Provide technical leadership and guidance during the planning, implementation, monitoring and evaluation of MHPSS service project activities in the Gamblla refugee camps from the inception to the close out stages
o As a lead technical person; mentor, couch and lead the technical competence and capacity of senior MH officers assigned in each refugee camp
o Assist the field office manager to address the logistic issues in relation to programmatic supplies for MHPSS (collaborating with Harerghe IMC logistics and finance departments, government and UN agencies)
o Assess medical Grant In Kind (GIK) needs and collaborate with IMC Addis GIK team, to import and transport medical GIKs to IMC sites
o Help in staff recruitment, training, performance monitoring and HR management and ensure that standards and protocols are adhered and implemented.
o Review program budget and ensure if there is regular alignment of budget versus expenditures.
o Ensure smooth phase out in each project areas during project phase out period.
3. Reporting and M/E
o Provide updates and regular reports on MHPSS to Country Office (Addis), UNHCR and ARRA at Harerghe coordination office level.
o Assist the Harerghe MEAL and field office manager to compile the refugee based reports and provide high level regular reports and updates to the Addis based management team.
o Support the camp based team to establish reporting systems and data flow mechanisms and ensure proper functioning of the systems for regular assessment, monitoring and evaluation of the projects against its objectives and expected results.
4. Representation
o Represent the organization during MHPSS technical meetings at Harerghe level with ARRA, UNHCR and other partners.
o Liaise and represent IMC in relations with ARRA and UN agencies, donor agencies and other partner NGOs in MHPSS related coordination meetings and provide minutes of such meetings.
5. Capacity Building and Coordination
o Capacitate senior MHPSS officers and MHPSS officers at refugee camp level to enable them provide high level performance during planning, implementation and reporting.
o Facilitate the development / adaptation (national protocols) of different health related manuals and guidelines including training follow-up.
o Liaise with the country office technical managers and other collaborating partners to ensure appropriate skills at camp level implementation sites so as to realize improved coverage and efficiency of the program.
o Identify training needs and make a capacity development plan for the technical officers.
o Conduct critical evolutions of all aspects of the health program, and identify areas of concern or problems. Submit workable solutions for any problems found.
Additional Tasks:
o Collaborate with other actors working in the target community.
o Be flexible and be able to give assistance with different activities not included in this primary job description.
o Implement other MHPSS related activities as per direction from immediate supervisor (Harerghe field office manager) and technical supervisor at Addis Ababa IMC office.
Minimum Requirements
Qualifications:
· MSc degree in mental health or clinical psychology.
· Two years relevant experience on clinical and program implementation on MHPSS.
· Experience in facilitating psychosocial activities.
· Knowledge on national and international guidelines, protocols and strategies.
· Excellent training experience and skills, including on the job and formal training
· Ability to work with a broad spectrum of people from different cultural backgrounds
· Excellent communication skills
· Extremely flexible with ability to cope with stressful situations and challenging conditions with limited resources
· Must be able to write proposals, technical reports for donor and potential partners and meet reporting deadlines
