Job Purpose

Under direct supervision of the Finance Manager, the Senior Roving Finance Officer is responsible for providing technical support and capacity building at Country office and field offices. To ensure compliance with organization policies and procedures, government regulation and donor requirements are met at all levels.

Support all field offices in all finance activities per planned schedule and as per requests. In addition, he/she is responsible for identifying finance staff gaps and provides capacity-building training for those staff in the field. He/She is responsible for all financial activities in the field offices while covering staff gaps like reviewing payments, purchase request, bid analysis, reviewing financial records for accuracy, preparing bank reconciliations, conduct cash counts etc…

The position involves a high-level travel to field offices (75%) and requires flexibility in terms of movement and duration of assignments.

Key Accountabilities

  • Support to ensure the necessary accounting, documentation and reporting procedures are completed in line with policies.

  • Ensure that all financial records & accounts are compiled timely, accurately and in line with accounting standards & donor regulations.

  • Maintain an effective & efficient system of internal controls which comply with the organization financial guidelines.

  • Coordinating and supervising all site operatives’ works, ensuring that all work is delivered timely and with the required quality.

  • Ensure timely & accurate preparation of monthly journals, cash and bank books.

  • Ensure that steps are taken to mitigate the risks of fraud, including conducting random spot checks in project locations, such as cash counts and review of purchasing processes.

  • Ensure adequate controls over cash & bank management are constantly monitored to minimize the risk of fraud or misappropriation.

  • Conduct regular field visits and provide the necessary technical support to the feild team, producing a report highlighting any issues or concerns that may need management’s attention.

  • Provide support at the project area level on induction and training of field office Finance staff and training non-finance staff on finance policies and procedures.

  • Support the field offices in their effort to rectify internal/external audit findings.

  • Provide input for internal control gaps observed that the Country Finance team take action on.

  • Assist in gap filling Finance roles at field level.

  • To do additional tasks given by the Finance Manager and or the Country Director

Job Requirement

Person Specification

Formal Education/Qualification and Work Experience

  • Master’s Degree in Accounting and Finance or related fields with at least 8 years relevant experience in international NGO environment, in directly managing grants from large international donors (USAID, BHA, GAC, EU, ECHO… etc)

  • Or BA degree in Accounting and Finance or related fields with more than 10 years relevant and direct experience in grant management within INGO settings 

Skills and Competences 

  • Having Professional accountancy certification (ACCA) is preferable.

  • Must have Proven experience in financial management in international humanitarian or development organizations and NGO environment.

  • Must have Proven experience in analyzing and interpreting financial data and information for decision making.

  • Must have experience in using one or more accounting software packages.

  • Must have Knowledge and experience of international donor reporting requirements.

  • Excellent IT skills, especially Excel and other MS Office applications

  • Strategic thinker – proven ability to translate strategic plans into action.

  • Decisive with excellent judgment

  • Good interpersonal, as well as verbal and written communication skills in English and Amharic.

  • Able to plan, prioritize and organize self and others.

  • Demonstrated ability to lead a team.

  • Alignment Sympathy with the aims and objectives of IRE
