BACKGROUND:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their lives. The IRC works with people forced to flee from war, conflict and disaster and the host communities which support them, as well as those who remain within their homes and communities. We began work in Ethiopia since 2000 and currently implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

The IRC has a focus on narrowing the gender gap in humanitarian aid and ensuring that we contribute to gender equality, diversity, and inclusion in both our programs and operations by working to establish a context where our clients (including those from minority groups) enjoy the same rights and opportunities as well as an equal access to services. The IRC also has a strong commitment to creating an equitable and inclusive culture, where safeguarding is upheld in our workplace and programs. We are determined to protect our clients and staff from safeguarding violations through prevention and, where misconduct is alleged, to address it without fear or favor.

Job Overview: 

The IRC will implement an emergency program which encompasses protection through immediate assistance in Oromia region. Under the direct supervision of Field Coordinator and WPE Manager, the WPE Officer will ensure the emergency protection project’s implementation in the Fedise woredas IDP sites, ensure coordination with governmental actors and communication with the Addis WPE team, and support project documentation and report writing. 

Main Responsibilities

  • Conduct trainings on Gender Based Violence (GBV) response and prevention to government and non-government service providers based on field sites needs’, requests and scheduling.

  • Provide psychological first aid to GBV survivors and mentor and train social works.

  • Be seconded at government institution and provide technical support on GBV case management and counseling support.

  • Support the implementation and monitoring and evaluation of project activities.

  • In collaboration with the CP service providers, hold community awareness raising activities/ keep fit on GBV concerns

  • Work on monthly and progress reports.

  • Develop WPE communication materials (brochures, leaflets) as needed.

  • Establish community groups and build their capacity on GBV response and prevention.

  • Establish good partnership with different actors including schools and provide technical support.

  • Conduct monthly BVA reviews and make appropriate recommendations to WPE manager and WPE Addis team as needed.

  • Support in prevention program activity design of effective community outreach and engagement strategies to strengthen the protective environment for women and girls and maximize the community impact including engaging men and boys.

  • Participate in monitoring and evaluation activities including in assessments and surveys.

  • Assist with all aspects of project implementation in region and provide operational support (i.e., HR & Admin., Finance, Logistics) including facilitating procurement requests, following up on PR tracking, etc.

  • Coordinate and organize WPE workshops and trainings including prepare TOR, facilitate procurement requests, and follow up on the timely implementation.

  • Any other duties and responsibilities including field visits to other field offices that can be given by immediate and technical supervisors. 

Safeguarding Responsibilities:

  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC [team/office] 

  • Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies

Job Requirements:

Educational Requirements

  • First degree with 2 years of experience in Social Work, Sociology, Public Health, Women’s Studies, or any other Social science related field. Or diploma with 5 years of experience. 1 years of relevant experience plus post graduate degree.                                      

Preferred experience

  • NGO experience is a plus.

  • Related work and field experiences in counseling or social service provision with women and adolescent girls.

  • Demonstrated confidence in discussing intimate gender and sexuality issues.

  • Able to maintain GBV and protection principles at all times – including knowledge and practical application of the GBV Guiding Principles and PSEA. 

  • Familiarity working in the region is an advantage.  

Skilled required

  • Basic supervisory/managerial skills

  • Technical and report writing skills.

  • Computer literate (ability to use MS Office, word, excel, and Outlook email applications very well) 

Language Skills: 

  • English, language speaking and writing capability are mandatory plus local Language is advantageous.
