FHI 360’s Crisis Response team has been responding to the humanitarian emergency in Northern Ethiopia through an integrated health, nutrition, WASH, and Protection project to meet the critical needs of the conflict-affected population. FHI 360 aims to expand its reach to the Somali Region in Eastern Ethiopia to meet the immediate needs of the drought-affected population and will be implementing integrated humanitarian programming with the Ethiopia-based national organization, Pastoralist Concern (PC).

POSITION OVERVIEW  

FHI 360’s Crisis Response Department is looking to hire a Safety and Security Officer who will be responsible for assisting the Safety & Security Coordinator with the management of all humanitarian activities at the field level, with a focus on heading programmatic aspects of the response. Under the supervision of the Safety & Security Coordinator, this incumbent will fill a critical role on the response team in the Somali region overseeing all program staff and field program activities in Filtu, Liban Zone, and Chariti, Afdher Zone, Somali region.

KEY RESPONSIBILITIES AND DELIVERABLES

  • Responsible for the implementation of the organizational Safety and Security Plan.

  • Provide safety induction to new staff, visitors, and consultants.

  • Establishes and maintains close relations with host country security agencies and acts as a liaison between the security professionals and the host country services, to discuss potential threats and plan possible methods of resolutions.

  • Maintains dialogue with authorities and international institutions such as UNDSS, NGO Security forum, and other Red Cross/Red Crescent movements in matters of security at the field level.

  • Act and report on matters of non-routine nature, such as evacuations, medical emergencies, kidnapping, arms attacks, arrests and detention, or hostilities that threaten the safety of FHI360 staff

  • Support the ongoing evaluation of air, land, and evacuation routes and resources for use in emergencies, ensuring the availability of vehicles, aircraft, fuel supply, and accessible roads.

  • Ensure that fire detection devices and firefighting equipment are available on the premises. Maintains fire evacuation plan and conducts fire drills and training as necessary.

  • Conduct routine security surveys of office and residential areas and premises.

  • Conduct physical security inspections of facilities, including safe rooms and issuance of identity cards, if possible, background checks, and entry control.

  • Ensure that staff members are kept fully informed on matters affecting their security and safety.

  • Investigate and prepare reports on minor cases of theft, illegal entry, assault, or other incidents when the extent of the infraction is readily determinable.

  • Ensure availability of emergency communications system by making periodic checks to determine if systems are functioning properly and arrange for necessary repairs or adjustments.

  • Manage and supervise all FHI 360 guards, including the creation of the schedules.

  • Assist in creating a security culture around the organization.

  • Responsible for other security matters at the field level

Job Requirements

DESIRED QUALIFICATIONS

  • Bachelor's Degree or International Equivalent in security and protective services or international relations with a focus on security management or other relevant education.

  • Minimum of 3 years of progressively responsible experience in investigation, military, police, and security management, preferably in the police or military context or related area.

  • Previous experience in a similar role with another organization is preferred.

  • Fluent in the local language (Amharic) and excellent in English.

  • Good knowledge of the local context

  • Unbiased in their analysis
